$100,531.78•$133,204.61 This classification is responsible for managing the Permitting, Contractor Licensing and Inspections Administration sections of the Development Services Department. Work includes supervising team members within the Permitting Section to ensure building permits are reviewed and issued in a timely manner and in accordance with established permitting processes, procedures, Florida Statutes and the Florida Building Code. Supervises team members within the Contractor Licensing section engaged in overseeing Local and State Certified license files. Manages the Manatee County Construction Trades Board and Construction Trades Board Hearings. Manages Investigations that are brought against State and Local Licensed Contractors and enforcing current Manatee County Ordinance, Florida Building Code, State Statutes and Local Laws. Supervises team members within Inspections Administration section engaged in issuing Certificate of Occupancies, Certificate of Completions, and Temporary Certificate of Occupancies. Manages the Private Provider program and registration of Private Provider licensed personnel as it relates to Florida Statute 553.791. Provides support functions to licensed inspections in the Development Services Department. Ensures the department’s licensed employees maintain current and active licenses for the work they are performing. Performs outreach activities with trade groups, homeowners’ associations, mobile home parks, and other organizations.

This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause. Working Conditions Indoor office and outdoor field environment. Work may require time outdoors in a variety of weather conditions. High noise and high stress environment while performing certain responsibilities. Lifting equipment up to 25lbs. alone and up to 50 lbs. with assistance. Regularly required to drive county vehicles as part of the duties of the job. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Job Description Essential Functions These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Manages overall operations of the Permitting Services Section. Ensures building permits are reviewed and issued in the timeframes required per Florida Statute. Ensures permit applications for Private Provider are routed and issued per the requirements of Florida Statute 553.791. Manages overall processes of the Permitting Section to include permit application requirements, cashier operations for all sections within Development Services and some county services, centralized customer lobby, and various other permitting processes are in accordance with established permitting codes, regulations, policies, and procedures. Manages overall operations of the Licensing Section. Ensures State Certified Contractors licensed with the Department of Business & Professional Regulations follows the current registration process prior to permitting in Manatee County. Maintains contractor licensed through the Manatee County Constructions Trades Boards and ensures their license file remains current, and contractors are performing within their allowable scope. Manages the Manatee County Constructions Trades Board to include keeping ordinances current, advertising vacant board seats, and presenting before the BOCC with applications for new board seats, preparing and publishing agendas through the county agenda system and presenting contractor cases before the Construction Trades Board. Prepares cases against State and Local licensed contractors for violations against Florida Statute, Florida Building Code and Manatee County Ordinance to be heard by the Manatee County Construction Trades Board. This includes processing Notice of Non-Compliance and Notice of Hearings to be mailed using the certified mailing process. Posting public notices with the local paper, managing contractor cases throughout the compliance process, and working closely with Department of Business & Professional Regulations to ensure state certified contractors are complying with their final orders. Receives and processes citizen complaints against licensed personnel. Coordinates with staff on managing the complaints, coordinating meetings with citizens, and finding resolutions for compliance before proceeding before the Construction Trades Board. Monitors complaints submitted for unlicensed contractor activity. Works with Manatee County Code Enforcement, State Attorney, and joint county Unlicensed Contractor Organizations in coordinating investigations of unlicensed contractor activity. Manages the overall operations of the Inspections Administration section. Ensures compliance with the Florida Building Code and Florida Statutes on issuing Certificate of Completions and Certificate of Occupancies. Process Temporary Certificate of Occupancies for review and works with other Manatee County agencies for approval on issuing the TCO. Works with licensed inspectors by providing daily support on operational needs. Manages the Private Provider Registration and Inspection Program for Manatee County. Ensures Private Providers are maintaining their license files, scheduling, and resulting inspections in a timely manner and staff issuing Certificate of Completions and Certificate of Occupancies within the statutory requirements. Works closely with the Building Official to establish internal/external processes for Permitting, Contractor Licensing, and Inspections Administration as it relates to the Florida Building Code. Sets goals and objectives for team members for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors progress to ensure division goals are met and high-quality customer service is maintained. Hires, trains, coaches, appraises, and rewards assigned staff. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members. Reviews and recommends new methods and procedures to make daily operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Interprets and implements management policies for area of responsibility. Develops annual budget based on division needs. Monitors revenue and expenses and allocates fiscal resources appropriately. Performs other related work (including weather or other extreme emergency duties) as required. Minimum Qualifications Bachelor’s degree in business administration, planning, or a related field. Ten (10) or more years of progressively responsible management experience in permitting, code enforcement, construction and/or project management, zoning, public administration, or a related field. Three (3) or more years of management experience required. Possess and maintain International Code Council (ICC) Permit Technician Certification and must obtain needed CEU’s within the required timeframe to keep certification valid for renewal. Must possess and maintain a valid Florida Driver’s License and maintain an acceptable driving record. Equivalent combinations of education and experience may be considered.
