General Summary The Superintendent has full accountability for fulfilling BREC’s established mission goals and objectives; Is responsible for the development, direction, operation and administration of parks, recreation and leisure services throughout East Baton Rouge Parish. Provides direction to multiple departments including Zoo; Planning and Engineering; Park Operations; Finance; Golf; Human Resources; Recreation/Programs and Special Facilities; Information Technology; Conservation, Recreation/Outreach; and Communications. In conjunction with department heads / facility managers, makes daily decisions related to operations. Interacts regularly with staff, business partners, the general public, volunteers and with nine (9) members of the Recreation and Park Commission.
Requirements and Job Specifications Education Required:
Graduation from an accredited 4-year college or university.
Preferred:
Master’s degree from an accredited college or university. Area of Study (major)
Required:
Park & Recreation Management/ Administration, Leisure Services or closely related field. Certification(s)
Required:
Professional membership with a state recreational parks association. Certified Parks and Recreation Professional (CPRP) through national Recreation & Parks Association. License(s)
Required:
Valid Driver’s license in good standing; must be able to obtain a Louisiana driver’s license within six months of hire
Years Relevant Work Experience:
Ten years progressively responsible related executive management and leadership experience. Six years of municipal recreation and parks administration.
Knowledge, Skills and Abilities:
Master’s degree preferred
Strong leadership skills with experience in leading change, enhancing visibility & alliance development.
Must have extensive knowledge of modern administrative practices related to parks, recreation and leisure. Extensive knowledge of philosophy & principles of public parks & recreation services
Must have extensive budgeting/ financial knowledge & ability to effectively interpret & justify operational & capital budget proposals to the Commission & to the public
Ability to be effective in coaching, mentoring, change agent, character example, groups and group processes, and public service motivation exemplar.
Must be competent in capital improvements management including legal aspects, contracts, real estate, development & construction decisions
Must be an effective communicator, orally & in writing, must be skilled in consensus building
Ability to establish effective working relationships with coworkers, employees, community leaders, general public; collaborate with diverse constituent groups and audiences to achieve mission.
Must have business acumen, be results driven, decisive.
Functions and Duties Essential Functions and Duties:
Establishes and communicates a shared vision that moves the organization to improved service, facilities and programs.
Recommends and implements commission management policies and procedures involving all operations upon approval and direction from the Commission.
Assumes responsibility for allocated resources i.e. administration budgets, personnel and other resources.
Provides effective leadership and direction in the administration the entire BREC operation including public relations, information services, forecasting planning (reviewing updating 10-year plan annually), directing formulation updating goals and objectives consistent with the mission.
Interprets the philosophy and objectives public parks, recreation leisure services.
Creates a cohesive well-trained staff that works closely to achieve BREC’s mission goals by providing necessary staff supervision technical advice.
Plans and directs tax election campaigns.
Builds alliances and partnerships with agencies, volunteers and associates to build visibility while achieving mutual goals and objectives.
Research and evaluation of new and existing programs, services, special events, facilities, park areas, and community trends; analyze organization and community needs and issues; interpret program results and performance outcome measures and make logical recommendations based on findings.
Plans, develops and conducts staff in-service training on how to evaluate programs, services and facilities.
Continuously monitor and evaluate the efficiency and effectiveness of system methods, procedures and programs; establish and implement opportunities for improvement to ensure successful operation of the agency programs and services.
Attends meetings of the BREC Commission, Community, Advisory Committees, as well as professional conferences, as a representative of the agency. Minimum eight-hour days, five days per week; evening and weekend hours as required. The Superintendent is available 24 hours a day, seven days a week in the event of emergencies.
