Transparency & Communication | Equity & Inclusion | Accountability Service & Outcomes Excellence | Our People Matter Description General Statement of Duties Performs responsible work managing the daily operation of parks and facilities and provides oversight over the work of other employees. Distinguishing Features of the Class An employee in this class is responsible for supervising the maintenance of parks ensuring that they are well maintained, clean, and that equipment is in good working condition and serviced. The employee opens parks, unlocks the buildings, sets up cash registers, runs daily reports, gets bank deposits ready and provides customer service. Work includes supervising the maintenance, design, and repairs of Gibson or Southwest Park and ensuring that the park is well maintained and clean. The employee also responds to citizen inquiries and complaints, requests for information, and work performed. This position involves heavy contact with the general public which requires tact, firmness and courtesy. Work is performed under regular supervision of the Parks Operations Manager and is evaluated through daily communication, visual inspection, and compliance with established policies. This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA). Examples of Duties

DUTIES & RESPONSIBILITIES

Essential Duties and Tasks Supervises maintenance of the parks and assists in the enforcement of ordinances governing the safe and proper use of park Ensures proper and safe use of pesticides; conducts weekly park inspections for safety hazards and needed repair areas Ensures compliance with OSHA safe working practices and procedures Plans and directs activities of the park staff and assists patrons Opens and closes park; sets up cash registers, unlocks buildings, restrooms and watercrafts; enforces park rules to ensure compliance Performs visual safety inspections Prepares and maintains a variety of records and reports on materials, equipment, service calls and personnel Maintains the cleanliness of park: empties trash cans; picks up litter, and inspects park to help ensure safe and proper conduct of patrons Balances cash drawers, checks shelters, ensures all the visitors are out of the park Provides customer service to park patrons; responds to inquiries via face to face, telephone or through email Makes recommendations for policies as it relates to the operation of park in short and long terms Coordinates with the stakeholders in the usage of park Maintains confidential employee records Supervises full-time, part-time and seasonal staff; interviews, makes hiring recommendations, trains, schedules, and manages performance (e.g., formal evaluations, recognition, coaching, disciplinary action) as to meet facility, department, and county goals Maintains order parts and maintenance supplies; prepares and submits various reports Manages their respective park operations and budget as to achieve annual revenue and expense goals for the facility. Assists with special projects, including, but not limited to, winter/adverse weather response at County facilities and placement/setup of voting machines and associated support under the supervision of County election (i.e. voting) operations. Performs related duties as required. Knowledge, Skills, and Abilities General knowledge of the principles and practices of parks and grounds maintenance, and program development General knowledge of pertinent Federal, State and local rules, regulations, ordinances, and other regulatory standards applicable to the work General knowledge of methods, materials, practices, equipment and tools used in park maintenance work General knowledge of occupational hazards and safety precautions General knowledge of principles and practices of supervision, and discipline General working knowledge of turf chemicals and cleaning chemicals Ability to work safely in accordance with County safety policy and procedures and specific departmental safety procedures Ability to plan, organize, direct, and evaluate the work of employees as to ensure completion of goals and objectives Ability to utilize current technology (e.g., smartphones, tablets/computer terminals, GPS, field cameras, vehicle/pedestrian counters, and associated software) as to perform duties effectively and efficiently Ability to communicate effectively orally and in writing Ability to develop expense projections, conduct cost analysis, and identify ways to maximize resources. Ability to establish and maintain effective working relationships with other county and local government employees and facility stakeholders (e.g., non-profits, vendors, and the general public) as it relates to use of respective park facility This position is part of the essential personnel required to respond during inclement weather and emergency events. (i.e. snow removal, landscaping cleaning, etc.) as assigned Typical Qualifications Minimum Qualifications Bachelor’s Degree in Leisure Studies and Recreation, Horticulture or related field, and two years of experience in a supervisory/lead capacity in public parks and facilities or recreation program work: OR High School diploma or GED and six years of experience in public parks, recreation program work or similar experience with at least two years of experience in a supervisory/lead capacity. Special Requirements Valid Driver License Supplemental Information Physical Requirements and Working Conditions Work in this class is described as medium and frequently requires physical exertion to move objects and complete tasks. Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, using measuring devices, and computer terminal viewing. The Employee is subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, chemicals, oils, noise, extreme weather conditions and vibration. The employee is in contact with potentially infectious body fluids during the performance of his/her duties. Working conditions include both inside and outside environmental conditions. Driving is Essential Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
