Job Responsibilities
The Black River Water Trail & Park Network is a unique linear park that stretches along the Black River, from Kingstree to Georgetown. In partnership with organizations like the Open Space Institute and The Nature Conservancy, the park is acquiring multiple tracts along the river. It will include boat launches, riverside camping, trails, picnic areas, tree houses, overnight accommodations, and a visitor center. The goal is to provide accessible ramps for paddlers, with plans for a ribbon-cutting in the next few years. The park also integrates existing ramps and facilities, allowing access to the river now.

Job Purpose and Duties:

Under general supervision, the park manager will be responsible for the overall operation, interpretation, conservation, and maintenance of Black River State Park. The role involves executing various duties as outlined by general instructions, policies, and the standard operating procedures of the department. The employee will also provide regional-level support to the Regional Chief when required.
1) Coordinate with agency and external stakeholders to provide access to site for planning and create public access as agreed.
2) Practice and promote teamwork within the State Park Service, throughout the agency and with external agency stakeholders. Represents office as an active member on agency teams assigned throughout the year.
3) Work with to set up accounts, record keeping and documentation Directs staff to ensure that all facilities, equipment, and property is maintained to the standards set forth by the department. Works to provide a safe environment for park visitors and employees.
4) Ensures that park operations are operated in the most cost efficient manner possible.
5) Performs continuous public relation activities and educational and recreational activities as required. Enforces park rules, regulations and policies within his/her authority. Assures that all activities i.e. interpretive programs, retail sales, etc. are conducted in accordance with established procedures or policies.
6) Effectively trains and supervises full-time staff and directs the activities of employees and contractors Effectively trains and supervises full time staff and directs the activities of seasonal employees.
7) Performs functional relationships and improves public relations and educational and recreational activities as required. Enforces park rules, regulations, and policies within his/her authority.
8) Employee will be required to live in designated park housing to provide for security, safety and emergency response.
Minimum and Additional Requirements
A Bachelor’s Degree in Park Management or related field with three (3) years experience in park administration and operation or equivalent combination of education and experience.

Additional Requirements:

1) Position requires medium to heavy lifting, bending, walking and standing on uneven terrain, crawling and working at heights. Exposure to weather conditions, cleaning agents and other material used in maintaining park facilities and grounds. Works with office equipment such as computers, calculators, etc. Position requires flexible work schedule to include weekends, nights and holidays. Position requires residency in agency-provided housing.
2) Ability to communicate effectively both orally and in writing. The ability to work independently and direct subordinates as required. Knowledgeable of park operations to include maintenance and administrative functions. Ability to effectively and efficiently operate total park function.
3) Must possess a valid state-issued driver’s license.
