GIS Full Job Description General Description:

The purpose of this position within the organization is to supervise and direct the functions of the Outdoor Athletics within the Recreation Division ensuring compliance with all applicable policies, procedures, regulations, and standards of quality and safety for the Parks Recreation and Tourism Department. This position may also involve working in the evenings and on the weekends. This position works independently, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree or education and training equivalent to four years of college education in business, liberal arts, or any field other than engineering or hard sciences. Six to 10 years of work experience is required. The equivalent combination of education and related work experience may be considered.

Special Certifications and Licenses:

A valid Driver’s License is required. Ability to achieve state or national level credentials/certification within one year of employment as relevant to duties.

Desirable Knowledge, Skills, and Abilities:

Knowledge, ability, and proficiency to work with various software programs including but not limited to; Microsoft word, excel, PowerPoint, outlook; email, text, GIS, CivicRec, Arbiter, etc. Knowledge of the types and uses of common hand tools, materials, and standard equipment used in general custodial, grounds, and/or construction maintenance. Ability to communicate with various groups and individuals such as the immediate supervisor, other department personnel, subordinates, commission/board members, committee/task force members, civic/community organizations, school groups, other governmental agencies, volunteers, program participants, business leaders, news media, and the general public. Ability to use a variety of office machines including but not limited to telephone, computer, fax, scanner, calculator, drafting instruments, camera, copier, etc. Ability to understand and carry out specific oral and written instructions. Ability to lead, direct, instruct and train subordinate workers and other support personnel. Willingness and ability to perform manual tasks involving physical strength and endurance under variable weather conditions. Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrate appropriate customer service skills. Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

Oversee the daily operations of youth and adult outdoor athletic programming, State All-Star competitions, all park monitors, tourism events at Regional Parks, third-party contract execution for athletic programming, and special events. Supervises multiple regional park facilities with assistance from facility supervisors. Provides support for tournaments and special events. Supervises the work of all outdoor athletic staff. Supervisory duties include instructing; maintaining morale; assigning; reviewing; and planning work of others; maintaining standards; coordinating activities; allocating personnel; assisting with the selection of new employees; and conflict resolution. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice, and assistance as needed. Provide cross-training opportunities for co-workers and subordinates. Plans and manages the division budget; reviews and approves invoices for payment. Creates and implements new revenue-producing programs (i.e.: grants and sponsorship funding). Assists with all procedures needed to maintain and provide upkeep of facilities and programs including painting, maintenance, and updates. Receives and reviews various records and reports including but not limited to vehicle maintenance reports, facility maintenance reports, incident and accident reports, financial reports, budget reports, timecards, invoices, City Strategic Plan updates, PRT Master Plan updates, and performance appraisals. Prepares a variety of documents including but not limited to; requisitions, monthly reports, performance appraisals, budgets, comparative analyses; issue papers, various other records, reports, memos, and correspondence. Oversee the Advisory Committees and staff liaisons that pertain to Outdoor Athletics and works with the groups for creating annual, midrange and long-term goals, while also adhering to by-laws set forth. Interacts and communicates with various groups and individuals such as the immediate supervisor, other department personnel, subordinates, commission/board members, committee/task force members, civic/community organizations, school groups, other governmental agencies, volunteers, program participants, business leaders, and the general public. Observes safety rules and regulations, and practices safety techniques per department safety standards. Observes hours of duty, leave, and other attendance obligations per department attendance standards including the ability to work night/weekends and participate in cross-training as necessary.
