JOB SUMMARY

Labor Supervisors in the Merit System lead crews performing skilled and unskilled maintenance and construction tasks on public infrastructure, including streets, parks, and utilities. They assign work, train staff, enforce safety rules, and inspect completed jobs, while also handling more complex tasks themselves. The role requires sound judgment, adherence to guidelines, effective communication, and strong leadership. Supervisors report to higher-level management and ensure work is completed efficiently and safely.

QUALIFICATIONS

The following are job-related qualifications that are required for employment consideration for this position: Class B commercial driver’s license. Experience leading labor crews by assigning and reviewing tasks and determining equipment and material needs for various projects. Experience implementing standard traffic safety protocols and utilizing Personal Protective Equipment (PPE) when working at construction sites and around traffic. Experience operating hand tools and motorized equipment such as weed eaters, chain saws, shovels, blowers, etc.

PREFERRED QUALIFICATIONS

The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes. Class A commercial driver’s license. Tanker endorsement. Experience operating a backhoe. Knowledge and experience with various construction activities, including concreate work involving the use of trowels, floats, and form setting equipment. Experience utilizing GPS maps to find worksites, locations, addresses, routes, mileage, etc. Experience working in confined spaces (sewer pipe, manholes, lift stations).

TYPICAL JOB DUTIES

Directs and participates in the construction, installation, maintenance, and repair of culverts, storm and sanitary sewers, manholes, sidewalks by preparing surfaces for work, monitoring safety and surroundings, observing crews, using various tools, and operating appropriate equipment according to established policies and procedures to complete assignments. Coordinates the daily activities of construction crews by reviewing work orders and assigning work, coordinating efforts across departments, and preparing the truck, equipment, materials, and tools for the day in order to complete daily tasks. Directs and participates in park/general services maintenance activities by monitoring safety and surroundings, observing crews, using various tools, and operating appropriate equipment according to established policies and procedures to complete assignments. Prepares the crew, equipment, and materials upon arrival at worksite by ensuring safety protocol is followed, delegating tasks for completion, observing work being performed, and communicating with those on-site in order to ensure that work is performed according to standards and procedures. Directs and participates in refuse and recycle collection and transport activities according to established policies and procedures to complete assignments in a timely manner. Directs and participates in grass mowing and other activities along highways and rights-of-ways monitoring safety and surroundings, observing crews, using various tools, and operating appropriate equipment according to established policies and procedures to complete assignments. Participates in street/road paving and maintenance activities by ensuring that crews and workers are performing work according to appropriate guidelines and standards through observation of work and/or performing various tasks along with the crew in an effort to complete projects. Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

PHYSICAL DEMANDS

Job involves moderate physical exertion required for occasional prolonged periods of lifting, carrying, climbing, stooping, kneeling, or crouching. May involve occasional lifting of items or objects weighing up to 50 lbs.

WORK ENVIRONMENT

Work is primarily performed at outdoor worksites such as roadways and construction sites. Work involves use of standard office equipment, such as computer, phone, copier, etc. Work may also involve the use of various hand tools such as hammer, screwdrivers, wrenches, etc. Workers may be exposed to weather conditions, such as extreme hot or cold temperatures, or other potentially hazardous conditions such as near roadway traffic, etc.
