- About to position:
The overall function of this position is to serve as the district-wide railroad technical expert, advisor, and coordinator, as well as the technical expert on the inspection of permitted construction projects within DOTD right-of-way.
This position is located in District 62, Unit 150, of the Department of Transportation and Development and reports directly to the Construction Coordinator, however, may also periodically receive functional supervision from other supervising Engineer 6 (Project Engineer) and Engineer 7 (Area Engineer) positions throughout District 62, as well as from the ADA of Engineering, as detailed in the duties and responsibilities listed below, within each respective parish/area. The ET DCL is considered the District subject matter expert for all concerns related to railroads and as a district-wide specialist in the preservation, design, validation, production and Iaydown operations of Hot Mix Asphalt (HMA) for Highway construction projects. The incumbent is required to interpret and perform a variety of highly complex and technical HMA sampling, testing and inspection procedures to determine the acceptability of contractor produced HMA. The incumbent must be self-motivated, independent, be able to perform duties many times with minimal or no supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks, including possible out-of-state training. The incumbent is required to operate a state vehicle for district-wide and statewide travel to perform duties and to attend meetings and/or trainings. The duties establish herein may also be performed during nighttime construction operations. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Supplemental Qualifications:
Three (3) years of engineering technician experience in railroad inspections, field construction inspection work, and/or Laboratory testing at the Engineering Technician 4 level or higher. Asphalt Plant Certification will be required within 3 years from the date of hire.

Minimum Qualifications
MINIMUM QUALIFICATIONS
Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
SUBSTITUTIONS
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics. All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.
Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.

Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.

This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.
