JOB SUMMARY

This position is responsible for monitoring construction activities, conducting inspections and reviewing and approving permits for Right-of-Way construction projects throughout the City. This position reports to the Inspection Manager-Engineering Services.

ESSENTIAL JOB FUNCTIONS

Primary contact and coordinator for the City to monitor construction work carried out by utility companies, builders and contractors in the City’s right-of-way and utility easements to ensure adherence to approved plans, City ordinances, codes, and construction specifications and standards.
Performs onsite inspections of various construction activities including street paving restoration, subgrade work, utility restoration, franchise utilities, and landscape restoration and tracks work to be completed in accordance with City standards and policies.
Manages customer service to respond and resolve customer, contractor, developer, and public complaints, concerns, and questions related to Right-of-Way inspection by visiting the field, assessing conditions, and providing appropriate responses.
Manages the right-of-way permitting process by issuing and monitoring work performed in public right-of-way. Recommends updates and revisions to construction specifications, standards, and ordinances, when necessary.
Maintains open and effective communication with contractors, developers, builders, the public, and City departments to address issues and concerns promptly.
Performs other related job duties as assigned.

QUALIFICATIONS
Education and Experience:

High school diploma or equivalent and three (3) to five (5) years’ experience; or an equivalent combination of education and experience.

Special Qualifications:

Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated. Possession of or ability to readily obtain a Grade I Water Certification within one year of employment.
Possession of or ability to readily obtain the QCI Certification within one year of employment.

Knowledge, Skills, and Abilities:

Knowledge of paving process.
Knowledge of civil engineering practices.
Knowledge of construction methods, materials, and equipment used in inspection process.
Knowledge of applicable federal and state laws, City ordinances, and department policies and procedures.
Knowledge of City of Auburn geography and road systems.
Knowledge of City of Auburn specifications and details. Knowledge of ALDOT Construction specifications and details. Knowledge in supervisory practices.
Knowledge of local government operations, policies and plans, and modern office practices and procedures.
Skill in reading and interpreting maps, plans, and blueprints.
Skill in the operation of computers and job-related software programs.
Skill in the operation of job-related testing equipment.
Skill in performing mathematical calculations.
Skill in effective communication, both orally and in writing.
