Position Summary Bodwé is seeking an experienced Construction Quality Assurance Representative (CQAR) to support a federal healthcare construction project in Pensacola, FL onsite. This individual will be responsible for ensuring compliance with construction quality and safety standards, with a strong focus on healthcare-specific requirements. The ideal candidate will have substantial experience with federal construction processes, including direct work with U.S. Army Corps of Engineers (USACE) standards and protocols. Perform and document inspections using the USACE Three-Phase Quality Control Process .Review and enforce compliance with
USACE EM 385-1-1
Safety and Health Requirements Manual .Work closely with contractors, designers, and facility personnel to resolve construction quality and safety issues.
Conduct field inspections and document findings; prepare daily reports and participate in progress meetings.
Ensure construction activities adhere to VA Technical Information Library (TIL) standards and guidelines.
Maintain thorough knowledge of contract requirements and ensure compliance throughout the construction lifecycle.
Review contractor submittals and provide recommendations to the Contracting Officer’s Representative (COR) regarding acceptability.
Evaluate and provide written comments on contractor submittals per contract clauses.
Review contractor Requests for Information (RFIs) and Requests for Clarification (RFCs), and recommend responses and solutions to the COR.Analyze contractor schedules and report findings to the COR.Identify deficiencies in contractor performance and recommend corrective actions to the COR.Evaluate project issues, equitable adjustment requests, and claims to determine entitlement and provide documented recommendations to the COR.Calculate and recommend contract time extensions to the COR.Assist in preparing and analyzing change order/modification documents throughout the processing cycle.
Provide technical interpretations of drawings and specifications to ensure compliance with contract requirements.
Review project plans for constructability, availability of materials, and potential construction challenges; submit written feedback to the COR.Utilize the USACE Resident Management System (RMS) for submitting reports, including daily construction activity reports.
Review project documents during both design and construction phases for compliance, constructability, and technical accuracy.
Evaluate submittals, safety plans, and shop drawings for compliance with contract and VA-specific requirements (Directives, TIL, Guidebooks, etc.).Maintain accurate records of all construction documentation, including financial data, meeting minutes, drawings, submittals, change orders, communications, and more.
Attend and participate in weekly progress meetings with contractors, architects, and engineers; provide meeting reports with issues and recommendations.
Provide written comments on submittals, shop drawings, and samples as a representative of the Facility Manager, COR, or Administrative Contracting Officer (ACO).Perform continuous on-site inspections and surveillance of all construction activities.
Inspect and document the contractor’s quality control activities and procedures.
Monitor and record test results required by contract documents.
Maintain a library of weekly progress photographs for the project.
Review and evaluate all proposed change orders and cost proposals; provide recommendations to the COR or ACO.Assist with developing punch list items prior to building acceptance by the Facility Manager or COR.Review final as-built drawings for accuracy on behalf of the Facility Manager or COR.Collect and review warranty documentation; provide system O&M manuals to NAS Pensacola maintenance personnel.
Offer recommendations on design modifications to improve constructability or compliance.
Foster effective coordination and communication with internal and external stakeholders across project phases.
Qualifications and Experience Required Background, Experience, and Technical Skills:
U.S. Citizenship is required.
Minimum of 5 years of experience in healthcare-related construction, renovation, or modernization projects.
Documented involvement in at least three projects of similar magnitude, complexity, and scope.
Field experience in federal building construction, preferably on VA or DoD medical facility projects .Experience working with or under U.S. Army Corps of Engineers on government construction projects.
Familiarity with VA Technical Information Library (TIL) and VA standards .Strong communication, documentation, and coordination skills.
Ability to read and interpret construction drawings, specifications, and contracts.
Detail-oriented with a commitment to safety, compliance, and construction quality.
Proficiency in Microsoft Office (Word, Excel) and construction management software preferred.

Note:
The AHA Certified Healthcare Constructor (CHC) certification may be accepted in lieu of the ASHE HCC, if appropriately documented. No other substitutions will be considered. Working Environment This position is primarily field-based, requiring frequent on-site inspections and walkthroughs.
Must be able to work in various weather conditions and navigate active construction sites.
Physical Demands Sitting/Standing:
This role is generally sedentary performing sitting work utilizing technological office equipment including a laptop, mouse, keyboard, computer monitors, telephones, scanners, copiers, and fax machines.
Walking:
This role requires the ability to move about inside the office to access technological equipment required for the role. During site visits, this role requires the ability to traverse various project sites and buildings that will have uneven surfaces.
Stooping/Kneeling/Crouching/Crawling:
This role may require stooping to reload printer trays with print paper. During site visits, this role requires the ability to stoop, kneel, crouch, and crawl to set up scanning devices that will scan an existing structures heating, ventilation, air-conditioning, and piping systems.
Using Hands/Fingers:
This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
Talking/Hearing:
This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
Seeing:
This role requires the ability to view existing building structures inside and out to determine where scanning devices should be placed to get the required scans for the project.
Carrying/Lifting:
This role requires the ability to lift up to 30lbs to transport technological office equipment to and from various workspaces.
