Description This position is responsible for Right-Of-Way Utilization permitting and development of work scopes required to complete work requests for Road Maintenance, Drainage, and Right-Of-Way Maintenance work. Performs customer coordination and communications for DPW projects; and inspects work performed to ensure that the project was completed to County Standards. Examples of Duties The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the workload.

Ability to use the following:

Personal computer, copier, fax, mobile radio, digital camera, quick view camera, laser level, motor vehicle, safety equipment and any other equipment necessary to perform duties of the position.
Coordinates schedules and performs County Right-Of-Way Utilization permit issuance and inspection.
Responds to citizen complaints and answer questions regarding issues in the Right-Of-Way.
Develops the scope of work for service requests and sets the necessary priority in the work management system.
Inspects work being performed in the field by in-house crews and contract crews to ensure compliance with scope of work outlined in service requests.
Provides Quality Assurance for completed service requests for which a scope of work was developed and ensure that the work performed meets expectations.
Develops re-work tasks for all work not meeting County Standards.
Closes all completed service requests for which a scope of work was developed and ensures notes, pictures and comments are updated to reflect completion.
Assists field supervisor in coordination of utility locations and any technical support as needed. Regular attendance with the ability to work a five (5) day, forty (40) hour flex time work week.
May perform “on-call” duties at any time of the day or night as required for emergency response. Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Typical Qualifications Minimum Qualifications High School graduate or equivalent Graduation from an accredited high school or possession of an acceptable general equivalency diploma (GED).
Three (3) years progressively responsible and knowledgeable experience in roadway construction and/or maintenance. Licenses, Certifications or Registrations Must possess a valid Florida Class E driver’s license and be insurable by the current insurance carrier.
Must possess or be able to obtain within 90 days of employment:
Florida Intermediate Work Zone Traffic Certification.
NIMS/Incident Command Courses IS100, IS200 and IS700.
Must possess or be able to obtain within six (6) months of employment: Florida Stormwater, Erosion and Sedimentation Control Inspection or the ability to obtain. A combination of education, training and experience may be substituted at the County’s discretion. Required Competencies

Knowledge of:

Road constructions, drainage, building, subdivision and appurtenance construction and operation princess and procedures. Knowledge of construction formulas to calculate area, volume and weight for work areas.
Knowledge of County DPW work management system to interpret customer service requests to create work orders.
Principles and practices of land surveying and engineering practices and procedures as they relate to construction and maintenance, drainage as it pertains to DPW practices.
Safe practices and methods used in public works construction and maintenance activities. Interpreting and comprehending plans, specifications, contract documents and safety standards. Preparing written reports and letters to document construction activities.
Ability to: Understand and comprehend complex engineering and contract documents, plans, specifications, rules and regulations.
To view and navigate ARC GIS software.
Communicate effectively both orally and in writing and to prepare accurate and concise construction reposts and letters. Establish and maintain effective working relationships with contractors, engineers, developers and county staff. Always use sound judgement.
Understand and follow written and oral instructions from supervisor or other competent authorities. Understand and follow written and oral instructions from supervisors or management personnel.
Interact with co-workers, supervisors and the public in a professional and courteous manner. Supplemental Information Environmental Conditions Works in an outdoor environment at work site in various weather conditions with potential exposure to dust, dirt, noise, having rain and wind, and vibration. Works in an environment with heavy equipment and machinery that could result in bodily harm to the incumbents’ co-workers or others. Physical Demands Light lifting and carrying up to 75 pounds.
