Non-Exempt General Statement of Job Under occasional supervision, inspects private and publicconstruction within a public right-of-way or easement to ensurecompliance with legal regulations and construction specifications.

Receives and responds to public inquiries, concerns and complaintspertaining to construction projects. Performs related technical andadministrative work as required. Reports to the ConstructionManager.

Specific Duties and Responsibilities Essential Functions:

Inspects private and public construction within a publicright-of-way or easement to ensure compliance with legalregulations and construction specifications. Inspects driveways,sidewalks, drainage systems, erosion control systems, and stormpipes. Inspects water, sewer, streets, curbs, gutters, sidewalks,driveways, erosion control systems, storm pipes, storm drainage,and related construction. Inspects and measures materials used inconstruction. Notifies contractors of deviations and errors. Reviews project plans, specifications and quantities for accuracy.

Provides compliance documentation for federally fundedprojects. Reviews change orders, requests for payments, change directives,field and plan conflicts and prepares recommendations asnecessary. Reviews soil reports; directs soil testing. Reviews maintenance of traffic operations, OSHA requirements andother safety operations. Establishes and maintains accurate and up-to-date project records;prepares required reports. Ensures that all reports and requiredrecords are complete and in compliance with project plans andspecifications. Coordinates activities between the contractor, property owners andutility companies. Receives and responds to inquiries, concerns and complaints fromCity employees, agencies, and the general public regardingdepartment activities and projects. Interacts with the public and various contractors, private entitiesas well as multiple public agencies on behalf of city officials,which involves various tasks such as contacting, scheduling,reporting, and resolving both technical and non-technicalissues. Minimum Education and Training Requires a high school diploma or GED equivalent supplemented byfive 3 to 5 years of experience in construction related to PublicWorks & Private Development projects, such as grading, paving,sidewalk construction, trails, and stormwater, or an equivalentcombination of education, training and experience that provides therequired knowledge, skills and abilities. Must possess and maintaina valid state of Florida driver’s license. Must possess or obtainthe most current FEMA 100, 200, and 700 Incident Command Systemcertifications within 6 months of appointment to the job.

Minimum Qualifications and Standards Required Skill Requirements:

Has knowledge of the methods, procedures and policies of the PublicWorks and Engineering Department as they pertain to the performanceof duties of the Construction Inspector. Has knowledge of theorganization of the Department and of related departments andagencies. Is knowledgeable in the laws, ordinances, standards andregulations pertaining to the specific duties and responsibilitiesof the position. Has working knowledge in the areas of civilengineering and construction as applied to municipal public worksprojects and programs. Has thorough knowledge of related equipment,tools and materials. Has thorough knowledge of all applicable codesand regulations, and is able to ensure compliance with such in alldepartment projects. Has the ability to plan and coordinate the most effective use ofresources to achieve department goals. Has the ability to offerassistance to co-workers and employees of other departments asrequired. Is able to take the initiative to complete the duties ofthe position without the need of direct supervision. Has theability to plan, organize and prioritize daily assignments and workactivities. Has the ability to learn and utilize new skills andinformation to improve job performance and efficiency. Is able toread and interpret technical materials pertaining to theresponsibilities of the job. Is able to assemble and analyzeinformation and make written reports and records in a concise,clear and effective manner. Has knowledge of the terminology andvarious professional languages used within the department. Knows how to maintain effective relationships with personnel ofother departments, professionals and members of the public throughcontact and cooperation. Has the ability to communicateprofessionally in confrontational situations. Has thorough knowledge of proper English usage, vocabulary,spelling and basic mathematics. Has knowledge of and skill in theuse of computers. Has knowledge of applicable occupational hazardsand safety precautions. Is able to perform duties in occasionally uncomfortable orhazardous conditions during site inspections, including extremeheat or cold, noise, dust, odors, smoke, machinery hazards,wetness, humidity, confined spaces, etc. Knows how to react calmlyand quickly in emergency situations. Basic survey knowledge. Basic ability to identify differing soilsand materials used in roadway construction.

Physical Requirements:

Must be physically able to operate a variety of machines andequipment including a computer, telephone, calculator, hand tools,etc. Tasks involve the regular and at times sustained performanceof moderately physically demanding work, typically involving somecombination of climbing and balancing, entering confined spaces,stooping, kneeling, crouching, and crawling, and that may involvethe lifting, carrying, pushing and/or pulling of moderately heavyobjects and materials (20-50 pounds).

Responsibilities:

Maintains high standards of accuracy in exercising duties andresponsibilities. Exercises immediate remedial action to correctany quality deficiencies that occur in areas of responsibility.

Maintains high quality communication and interaction with internaland external entities with whom the position interacts. Performs described Essential Functions and related assignmentsefficiently and effectively in order to produce quantity of workwhich consistently meets established standards andexpectations. Assumes responsibility for completing assigned work. Completesassigned work within deadlines in accordance with directives,policy, standards and prescribed procedures. Maintainsaccountability for assigned responsibilities in the technical,human and conceptual areas. Exercises analytical judgment in areas of responsibility.

Identifies issues or situations as they occur and specifiesdecision objectives. Identifies or assists in identifyingalternative solutions to issues or situations. Implements decisionsin accordance with prescribed and effective policies and proceduresand with a minimum of errors. Seeks expert or experienced advicewhere appropriate and researches issues, situations andalternatives before exercising judgment.

Working Conditions:

Works in an office environment and outdoors in all types ofweather.
