Mental Health Assistance/Services Essential Job Functions:

Performs responsible technical work inspecting site development, water distribution, and sanitary and storm sewer collection systems construction to ensure such complies with City approved construction documents, local, state, and federal codes, standards and specifications. Prepares and attends pre-construction meetings. Inspects the construction of site development improvements, including but not limited to, water distribution systems and sanitary and storm sewer collection systems, to verify they conform to applicable codes, specifications, standards, and regulatory requirements. Advises contractors of any non-conforming work or material discovered, and directs the correction of non-conforming work. Performs utility “locates” as required for City owned utilities. Inspects directional bores under the roadways. Observes contractors’ tests of utility systems and determines whether they pass or fail. Keeps complete records of all inspections and communications pertaining to the work; renders a daily written report to the supervisor. Keeps a record of the daily quantity of work performed by contractors; records the days contractors cannot work due to conditions beyond the control of contractors. Makes field sketches of installed systems as required. Verifies the accuracy of utility system as-built drawings. Maintains current knowledge of codes, plans, specifications, standards, and regulatory requirements. Reviews and remarks upon site development plans prepared by or submitted to the Engineering Division. Performs limited utility “locates” as related to construction inspection and final acceptance of new utilities. This is not intended to be an all-inclusive listing of essential functions; the performance of other essential functions may be required.

Knowledge, Skills & Abilities:

Considerable knowledge of site development activities including, but not limited to, water and sewer system construction methods and practices. Knowledge of codes, standards, and regulatory requirements pertaining to site development construction. Ability to gain knowledge of the existing city water and sewer system; read and interpret construction plans and specifications; and check and determine as-built conditions.

Minimum Education & Experience:

Graduation from an accredited high school or possession of an acceptable equivalency diploma. Three (3) years’ experience in the construction or inspection of water and sewer systems. An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

Special Requirements:

Possession of a valid State of Florida driver’s license and a good driving record as determined by the City of Winter Haven. Absence of non-prescribed controlled substances in the applicant’s system as verified through a screening process administered by a laboratory approved by the City of Winter Haven. Physical /
