The Work You Will Do:
PLANS REVIEWER DISTRICT 4/DISTRICT MAINTENANCE/FORT PIERCE MAINTENANCE-ADMINISTRATION

This position will ensure quality road and bridge construction plans are free from design errors and unintended conflicts so that construction time and financial goals are achieved, thus minimizing impacts for the State of Florida taxpayers.

Your Specific Responsibilities:

Reviews engineering plans for all phases of construction. Reviews plans for possible errors and omissions in accordance with District and Resident guidelines, plans preparation manual and Construction Project Administration Manual (CPAM). Review plans for biddability to establish whether a contractor can submit a competitive bid based on plans and specifications. Coordinates with other Operations Center staff including Project Oversite, Project Administrators and maintenance staff to ensure a complete and accurate plans review. Performs field reviews to verify design information. Provides comments in Electronic Review Comments system to designers by the required due date. May be required to operate a Florida Department of Transportation vehicle. Reviews quantity take-offs from Plans. Verifies the quantities on tabulation sheets and reviews the pay item numbers and notes to ensure that all the work is addressed for payment Attends Phase Review, Plans Specifications and Estimates (PSE), Maintenance of Traffic (MOT), and Scoping meetings to discuss the comments and its implementations. Assists the designers throughout the design process as requested for input or response to questions and development of MOT concepts. Analyzes and confirms construction contract time. Ensures that other special project requirements such as allowing time for special events, acquisition time, flex time, innovative bidding amount and type of bonus are considered. Acts as liaison between the Operation Center and Production, copies and distributes plans for review, coordinate review plans to reviewers, reviews all comments for redundancy, and submits comments to production via the Electronic Review Comments system. Develops and maintains files for all reviewed and active construction projects which contain plans, contract, and all documentation relating to reviewed projects, including field notes, and request for information (RFIs). Creates a tracking program and updates Construction Project Supplemental Agreements and Work Order codes. Provides feedback and recommendations to the Design Section for reoccurring instances. Oversees maintenance inspections on construction projects at 50% to 90% completion, and then final inspections. The Successful Candidate will have the following required

communicate engineering information effectively
establish and maintain effective working relationships with others

While on-duty status, the position’s incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position”. Valid Class “E” license required.

Minimum Qualifications:

A High School Diploma or its equivalent; 2 years’ experience in a related field can substitute for the High School Diploma or equivalency. This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following: three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
any two (2) convictions of reckless driving in the past three (3) years;
a suspension or revocation of the driver license for moving violations in the past three (3) years; and
a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years. Your driving record will be reviewed and the status of your driver license confirmed.
