Major Functions The County of Volusia is seeking an experienced Senior Engineering Inspector for the Road and Bridge Division. This position is located in Daytona Beach, Florida, and will perform progressively responsible work in public works engineering inspection and highway construction. Illustrative Duties (

These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.) Responsible for inspecting a variety of public works type projects, such as roadway construction, drainage structures, and bridges.
Employee ordinarily works alone and is expected to carry out detailed inspections as assigned by immediate supervisor concerning plans, specifications, and construction procedures. Checks layout and grades on construction projects by using string line or level for proper grade. Checks drainage structure inlets and storm drainpipe inverts, and accesses confined drainage structure spaces. Checks soils for proper compactions and suitability as required by plans and specifications.
Assists in inspection of asphalt, concrete, and soils investigation.
Checks asphalt temperatures for appropriate application.
Navigates for safety around active construction sites and temporary traffic control areas.
Makes written reports to supervisor as to job progress and percentage of completion on projects and keeps up-to-date diary of daily operations of contractor.
Performs independent review of construction projects to compile punch list items to present to the Contractor prior to County’s acceptance of the finished project. Assists contractors and engineers in interpreting County plans and specifications.
Makes independent investigations of complaints received by public works concerning various situations, such as flooding, pavement conditions, right-of-way encroachments, etc., and makes recommendations as to validity and solution.
Monitors maintenance of traffic control devices to include an active awareness of moving vehicles and be able to expeditiously ambulate out of hazardous traffic conditions.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County, and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned.
Performs duties and responsibilities of an Engineering Inspector. Minimum Requirements One (1) year as an Engineering Inspector; or graduation from high school or possession of a GED and five (5) years of progressively responsible experience in public works construction, road construction, or related field, including checking layout and grade, pavement conditions, and similar situations. A comparable amount of education, training, or experience may be substituted for the minimum requirements. Must possess a valid driver’s License at the time of hire. Must possess and maintain a valid Florida Driver’s License within thirty (30) days of hire. Knowledge, Skills & Abilities Knowledge of the principles and practices of civil engineering as they relate to public works construction projects.
Knowledge of the principles, methods, materials, and equipment common to general public works construction such as highways, sidewalks, bridges, drainage structures, etc.
Knowledge of various road building materials, such as lime rock, soil cement, and asphalt in base courses used for highway construction.
Knowledge of storm sewer construction, such as pipe laying, curb and gutter, inlet, and headwalls. Knowledge of modern development, current literature, and sources of information regarding public works design, construction, operation, and maintenance.
Ability to read and interpret a variety of blueprints, plans, and specifications pertaining to public works projects.
Ability to make detailed technical inspections and to control assigned projects from commencement to final inspection and acceptance.
Ability to perform various tests for compaction, bearing values, and percolation of soils.
Ability to supervise asphalt construction as related to highway paving operations.
Ability to express ideas clearly and concisely, orally and in writing, to groups and individuals.
Ability to respond to emergency situations.
Ability to interact effectively with others, establishing and maintaining effective working relationships.
Ability to work under stressful conditions.
Must be able to relocate to other county locations based upon operational needs
