Job Description

Project Utility Locator 3.8 3.8 out of 5 stars 1150 Powder Springs Street Southwest, Marietta, GA 30064 Position Information The purpose of this classification is to perform skilled work associated with locating and marking County-owned utility lines in support of excavation and construction projects as well as inspect in-house, contracted construction projects to ensure compliance with plan specifications and applicable state and local ordinances and serve as field staff for the owner agent on County-owned projects to ensure that construction meets the bid specs. Essential Functions Coordinates the County’s response to Utility Protection Center (UPC) requests (Call Before You Dig): receives and reads locate requests from locate request software sent from the UPC; responds to excavation notices in accordance with established time requirements; inputs requested information into system; and use laptop computer or other devices to receive, document, and close out excavation notices. Conducts inspections and project oversight for a broad range of construction and maintenance projects, which may include water and wastewater infrastructure, land development, roads, drainage, equipment installation, and other structures and installations. Locates utility lines for the Department of Transportation’s Traffic Infrastructure including but not limited to the county fiber network, traffic management infrastructure including power and control systems, manholes, service connections, valves and other utilities: travels to site; reads and interprets utility maps/plans to identify the type and size of underground utilities; visually inspects predefined construction to determine whether utilities could come into conflict with proposed excavation; operates different electronic detection equipment to locate underground facilities within prescribed accuracy limits; marks location, depth, and length of utility lines; takes photos; updates maps and computer databases; maintains related documentation. Ability to perform damage investigations utilizing Hit Kits and other proper evidence documentation as needed. Responds to complaints and questions related to utility line locates; provides information, research problems, and initiates problem resolution; resolves situations involving complex issues. Prepares, types, proofreads, and/or completes various forms, lists, directories, logs, notices, charts, graphs, spreadsheets, or other documents. Receives various forms, reports, policies, procedures, manuals, handbooks, directories, reference materials, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate. Maintains a comprehensive, current knowledge of applicable laws, regulations, policies, and procedures; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. Communicates with management, County employees, contractors, the public and outside businesses and agencies as needed to coordinate work activities; review status of work, exchange information, resolve problems, or give/receive advice/direction. Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software. Coordinates pre-construction activities and meetings; performs initial site assessments; ensures right-of-way are secured; research utility locations, staging, and other conditions using GIS, plats, courthouse property records, CCTV reports, and other sources; and anticipates constraints and technical challenges likely to impact projects. Inspects construction materials and workmanship for quality and contract compliance: visits project sites; assesses site conditions; takes samples as needed for testing; verifies that material quantities match contracts and invoicing; and uses various tools, gauges, and test equipment to measure and check for proper construction work. Inspects construction projects for adherence to safety protocols; project schedules; documentation requirements; and federal, state, and County codes, standards, and regulations. Investigates and responds to citizen complaints; explains projects, policies, and procedures; identifies and assesses problems; determines appropriate remedies; and issues stop work orders or schedules work as needed. Uses a variety of hand tools and equipment to perform assigned duties, including locating equipment, manhole pick, pry bar, paint stick, paint, shovel, probe rod, measuring wheel, metal detector. Performs other related duties as assigned. Minimum Qualifications High School Diploma or GED required; supplemented by three years of experience in utility locating, cable construction, project management. Licenses and Certifications Must possess and maintain a valid Driver’s License. Must obtain a National Safety Council Flagger Certification within twelve months from date of hire. Trenching, GA Erosion, Sediment & Control Level 1A or 1B is strongly preferred. Physical Abilities Tasks require the ability to exert very moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, explosives, water hazards, disease, pathogenic substances, or rude/irate customers.
