JOB SUMMARY
Responsible for the overall management and operation of the Building Department including building, electrical and plumbing inspections services. Responsible for the enforcement of building codes, zoning bylaws, and other applicable regulations. Review building plans, conduct inspections of construction and existing buildings, investigate complaints of violations and may assist the public with interpreting regulations and provide guidance to contractors and property owners.
SUPERVISION RECEIVED
The Building Inspector/Building Commissioner functions in accordance with applicable policies and under direction of the Select Board and the general supervision of the Chief Administrative Officer. The position is expected to operate within the parameters of good judgment, established practice, and the law.
SUPERVISION EXERCISED
Supervises all personnel within the Building Department; including electrical, plumbing, gas and weights/measures inspectors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This position will perform varied tasks requiring exercise of judgment and initiative within the guidelines established by local and state laws. The position specifically requires the following: Works in cooperation with various state and local boards and agencies to facilitate and ensure compliance with building, safety, and zoning and state and local administrative rules and regulations. Enforces 780CMR MA State Building Code, the Town’s zoning code, and local government building, zoning, occupancy, safety, fire, maintenance codes, municipal ordinances and other regulations regarding public safety, health and welfare. Ensures zoning, private, commercial, industrial property maintenance, occupancy and appearance codes are adhered to and all permits are processed electronically. Makes periodic field site inspections at commercial and industrial locations, new home construction or at existing building alterations. Assists in construction and alteration plan reviews and examinations; permit application reviews; field examinations and inspections for conformance to accepted plans. Interprets and enforces codes, statutes and ordinances. Notes variances, special permits, violations and follow up accordingly. Assists in informing the public and contractors on code, permit and licensing requirements and compliance and in issuing approved permits, certificates of use and occupancy, inspections. Responds to inquiries from engineers, architects, contractors, the public and staff; follows up and documents complaints and violations of regulations. Attends and participates in staff and department meetings; attends necessary hearings. Serves on assigned committees, task forces, commissions. Maintains required contacts to ensure knowledge of current developments within necessary fields or areas of interest through liaison with community and other peer groups. Follows and adheres to department, town, state or other governmental rules, regulations, policies and procedures. Required to attend evening meetings. Performs other duties as required.
EDUCATIONAL AND WORK EXPERIENCE
Required:
High school diploma Must be certified by the Massachusetts State Board of Building Regulations and Standards. If not certified, must be capable of acquiring such certification within twelve months of employment. Minimum of 5 years’ experience in the examination of plans associated with the construction and alteration of buildings and structures. Must possess a valid Driver’s License.
Preferred:
B.A. or B.S. in a field related to building construction and design and three or more years of working experience in the same or related field in a responsible position. Certified Building Official designation.
SPECIAL KNOWLEDGE/ABILITIES FOR POSITION
Must have an in-depth and working knowledge of all ICC and Massachusetts Building Codes and a working knowledge of plumbing, gas, mechanical and electrical codes. Must have the ability to interpret and apply Southwick ordinances. Must have a working knowledge of Massachusetts State Law 40A the Zoning Act, as pertains to enforcement and legal/court matters. Must show a personal commitment to educational advancement in the areas of policy, research, and negotiations. Must have excellent interpersonal skills, communications skills, and negotiation skills. Must be able to effectively communicate in writing. Must be able to introduce, advocate, and implement changes to office procedure to effectuate necessary change. Must be able to work effectively with diverse personalities under various levels of urgency. Adaptability and flexibility are essential. Excellent verbal communication skills. Tact and diplomacy are required at all times.
PHYSICAL REQUIREMENTS
This position may require physical exertion. The employee is required to walk, stand, climb, stoop, kneel, crouch or crawl. Requires frequent grasping, pushing and pulling of materials and using hands to finger, handle, feel, or operate objects, tools, or controls. Employee may occasionally lift and/or move objects weighing up to 60 pounds.
ENVIRONMENTAL CONDITIONS
Work requires traveling, and may require working outdoors as needed, regardless of weather. May be exposed to gasoline and/or diesel fumes and moderate to high noise levels. The employee is expected to have foul weather gear, a hard hat, rubber gloves and steel-toed shoes.
