06/25/2025 10:08 AM General Statement of Duties This position is responsible for ensuring effective stormwater management within the town, focusing on stormwater design , sediment and erosion control , vegetation management , and best management practices (BMPs) . This role involves conducting inspections and maintaining documentation for public and private construction projects to ensure compliance with regulations. Additionally, the inspector plays a key role in enforcing the town’s Municipal Separate Storm Sewer System (MS4) permit , ensuring a well-functioning and environmentally responsible stormwater system. Distinguishing Features of the Class The Stormwater MS4 Compliance Inspector occupies a paraprofessional role that blends technical fieldwork with administrative oversight. This class is distinguished by the following characteristics: Broad technical knowledge of stormwater construction and maintenance practices, as well as commercial and residential building processes. End-to-end involvement in the Town’s stormwater permitting program—reviewing applications, tracking approvals, conducting construction-phase inspections, and certifying permit close-out. Strong command of stormwater principles, sediment and erosion control methods, and best management practices (BMPs). Exceptional communication and customer-service skills used to guide developers, contractors, and property owners through compliance requirements and corrective actions. Extensive data-management responsibilities, which will include building and maintaining spreadsheets (or GIS databases) to track MS4-related tasks such as Public Education, Illicit Discharge Detection and Elimination, Water Quality Monitoring, Construction Site Maintenance, and more. Routine and follow-up site inspections to verify proper installation, operation, and maintenance of erosion controls; review contractor work; and enforce Town standards and BMPs. Preparation of detailed inspection reports, enforcement notices, and permit-compliance documentation. Close collaboration with internal departments and external stakeholders under the general supervision of the Stormwater Administrator. This classification is unique for its integration of hands-on field enforcement with meticulous administrative tracking to ensure the Town’s stormwater system operates efficiently and remains compliant with the MS4 permit. Duties and Responsibilities Conduct field inspections on outfalls, town facilities, and site compliance for new single-family residences and large-scale developments under construction. Reviews permit applications to assure compliance with local, State, and Federal stormwater requirements. Verify compliance with NPDES permits, including erosion and sediment control measures Compile, analyze, and maintain stormwater data; generate trend reports and manage databases to support MS4 permit compliance. Attend public and Town meetings assigned. Maintain the Town’s Stormwater web page, updating content and resources on a monthly basis. Educate developers, contractors, and the public on stormwater management requirements, permit processes, and environmental best practices. Keep the Stormwater Administrator informed of emerging issues or non-compliance that may affect the Department or the MS4 permit. Conduct pre-construction and ongoing inspections of active sites to ensure proper installation and operation of stormwater infrastructure. Ensure existing stormwater systems meet design standards, codes, and performance objectives. Collaborate with Stormwater staff and other departments on the planning, development, inspection, and implementation of BMPs. Perform routine office duties, such as data entry, use of project/asset management software, file organization, copying, and telephone support, to maintain program efficiency. Research stormwater topics and compile information from multiple sources to inform policy, training, and outreach materials. Perform other duties as assigned to support the Town’s stormwater compliance and environmental stewardship efforts. Knowledge, Skills, and Abilities Knowledge of processes utilized for stormwater practice implementation, sediment and erosion control methods, construction site management, and OSHA compliance. Ability to learn building codes, standards, and ordinances as they apply to stormwater and infrastructure aspects of projects. Ability to learn general field surveying techniques including determining elevations, preparing cross-sections, and proper documentation. Knowledge of computer hardware and software programs including Microsoft Office Suite (Excel, Power-Point), internet applications, and Geographic Information Systems (GIS) usage. Knowledge of Town ordinances, FEMA, CAMA and related flood and environmental laws and codes. Strong customer service and oral communication and interpersonal skills to explain rules and procedures clearly to the public. Critical thinking skills to gather relevant information to solve vaguely defined practical problems. Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions. Ability to work on several projects or issues simultaneously. Ability to work independently or in a team environment as needed. Skilled in collaborative conflict resolution. Ability to establish and maintain effective working relationships with contractors and the public. Physical Requirements Work is medium work, exerting up to fifty pounds of force occasionally, and/or up to twenty pounds of force frequently, and/or up to ten pounds of force constantly to move objects. Must be able to perform normal bodily movements such as standing, stooping, crouching, crawling, bending, kneeling, and other movements. Must have close visual acuity to prepare and analyze data and figures, operate a computer terminal, perform extensive reading, operate a motor vehicle, perform inspections, and use measurement devices. Working Conditions Employees are subject to inside and outside working conditions with extremes of cold and hot weather conditions and wildlife. Employees are subject to noise which may cause the employee to shout to be heard above the ambient noise level. Employees are subject to atmospheric conditions such as fumes, odors, dust, mist, gases, poor ventilation, and injury by walking on uneven grounds, high weeds, and construction sites. Employees are subject to working near traffic and construction equipment including dump trucks, excavators, loaders, and others which require the employee to maintain safe distances. Employees are subject to working near and within ditches, trenches, and excavations that may be subject to OSHA standards. Duties may expose the employee to conditions that may be subject to the final standards of OSHA blood borne pathogens policies. Employees must use/wear personal protective equipment as required. Desirable Education, Experience and Requirements Graduation from high school or GED equivalency; supplemented by specialized training and/or ability to attain certification for Stormwater SCM Review and Inspection. Prior experience in stormwater related aspects of construction preferred. Special Requirements Possession of a valid North Carolina driver’s license.
