Job Description The Transportation Department - Maintenance Division provides services and oversight for streets, sidewalks, right of way operations, infrastructure inspections & services, stormwater maintenance, asphalt & concrete maintenance, special operations, downtown operations, snow and ice removal, storm clean up and other function areas as assigned.
The Transportation Infrastructure Inspections Unit is responsible for overseeing construction sites and contractors working within the public right-of-way and easements, ensuring the work is completed to City and Safety Standards in a timely manner. Joining our Infrastructure Inspection Team as the Senior Engineering Specialist will provide an exciting opportunity to play a vital role in the quality of Raleigh’s critical infrastructure, such as water mains, sewer mains, storm drains, sidewalks, greenway trails, and roadway construction. Duties and Responsibilities Provide technical inspections within the City of Raleigh right-of way (potable water, storm sewer, sanitary sewer, reclaimed non-potable water, roadway, curb and gutter, sidewalks and all accompanying apertures) ensuring proper installation per the City of Raleigh’s Engineering Design and Construction Standards and approved construction drawings. Use Ener-Gov for permit and inspection documentation daily
Communicates, coordinates and schedules time with Land Developers, Builders, Engineers, Superintendents, Contractors and Sub-Contractors on all aspects concerning each individual project. Includes the preconstruction meeting, field inspections, punchlist creation, project warranty, intermediate inspections, post warranty punchlist, and the final acceptance letter
Responsible for testing of public and private roadways and fire lanes, potable water, reclaimed water and sewer lines after installation has been completed to ensure compliance with the City of Raleigh Engineering Design and Construction Standards
Coordinates road closures and verifies issued permits per MUTCD standards
Tracks projects and accepts public infrastructure being constructed by private development projects on behalf of the transportation and the City of Raleigh. Follows the project through the warranty period and contacts developers to replace or repair any problems until accepted by the City of Raleigh through the punchlist process
Communicate milestones to the Contractor and development team through written and verbal communication
Reviews and approves As-built Drawings that have been submitted to the department by the engineering firm for a given project
Exercises judgment and provides interpretation of codes, standards, and ordinances for team members and design professionals specifically related to processes and technical guidance associated with transportation, utilities, land disturbance, and other engineering elements of development
Coordinates with other divisions and City departments to verify all items necessary for development have been addressed
Provide customer service to assist the development community and design professionals with information, processes, and technical guidance
Exercise judgment and provide independent action including frequent contacts with citizens, engineers and developers
Attends regular Department meetings to facilitate interdepartmental coordination and inspector workloads
This position is required to operate a pickup truck or SUV driving to various locations on a daily basis
Typical Qualifications Education and Experience:
Associate’s Degree in engineering or directly related field and three years of paraprofessional engineering experience, preferably in area of assignment OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire Work Zone Certification
Preferred Qualifications:
Experience in ArcGIS, iMaps, and Energov
Certification in QMS Roadway and/or ACI Concrete Grade 1
Additional Information Knowledge, Skills and Abilities:
Working knowledge of roadway and utility systems including potable water, reclaim water, sanitary sewer
Working knowledge of pertinent Engineering Design and Construction Standards and construction codes and ordinances, proper inspection methods, and legal procedures involving enforcement of and ordinances associated with land development construction Knowledge of safety codes, related laws and ordinances
Knowledge of blueprints, layouts, construction plans, parcel maps
Skill in identifying technical and operational problems and recommending appropriate corrective actions
Knowledge of the City of Raleigh and Department’s operating requirements, policies, procedures, and practices; as well as the local, State, and Federal regulations related to department programs and operations
Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
Ability to research and analyze detailed information and make appropriate recommendations. Ability to interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents
Ability to establish and maintain accurate records of assigned activities and operations. Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner
Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority
Ability to perform detailed work accurately and independently in compliance with time limits requiring minimal direction and supervision
Ability to think quickly, maintain self-control, and adapt to stressful situations
Knowledge of current office practices and procedures. Knowledge of computer software consistent for this position
Ability to perform mathematical calculations required of this position
Ability to communicate clearly, concisely and effectively in English in both written and verbal form
