Job DescriptionThe NYC Department of Environmental Protection (DEP) protects public health and the environment bysupplying clean drinking water, collecting and treating wastewater, and reducing air, noise, andhazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in thecountry, with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per dayto 8.3 million New York City residents and more than 1 million people in Upstate New York, and wecollect and treat an average of 1.3 billion gallons of wastewater per day.
The Bureau of Environmental Compliance’s (BEC) mission is the enforcement of environmental laws andregulations, which affect the health and safety of the public and environment. Specifically, the bureauenforces the City’s Asbestos regulations as well as the Air and Noise Codes. The Bureau is comprised ofthe Division of Air & Noise Policy, Permitting and Enforcement and the Asbestos Control Program. Thesedivisions respond to; air and noise code complaints; inspect and track asbestos removal projects; andfoster the goals of environmental protection.
Responsibilities also include certifying asbestos handlers, inspecting and issuing operating certificates tostationary combustion and industrial process sources, and implementing the requirements of the CleanAir Act.
The BEC seeks to hire an Industrial Hygienist for the Asbestos Control Program, located at ourheadquarters in Queens, NY.The selected candidate will conduct safety and health investigations to ensure compliance with AsbestosRules and Regulations. The candidate will ensure public safety and health by identifying and evaluatingpotential egress and/or fire protection system hazards, passive fire protection system removal or hazardsand violations, which may violate laws, rules and regulations that are intended to reduce or eliminate firehazards or assist in extinguishing fires exist and institutes immediate control measures.
The selected candidate will prepare detailed inspection reports of field activities; obtain worksitedimensions, diagrams and photographs; collect and document asbestos samples. He or she will interpretlaboratory reports, review air sampling reports, issue Notice of Violations, prepare case files andevidence; provide testimony at Environmental Control Board Hearings and trials. The selected candidatewill also respond to reports and concerns from the public and emergency situations, conduct field andoffice audits of Asbestos Assessment Reports, ATRU, ACP 7s and perform joint inspections andinvestigations with other City, State and Federal Agencies.
INDUSTRIAL HYGIENIST
– 31305Qualifications1. A baccalaureate degree from an accredited college or university including or supplemented by 28 semester credits in industrial hygiene, environmental health science, occupational health science and/or safety engineering; or 2. A baccalaureate degree from an accredited college or university including or supplemented by 28 semester credits in the physical or natural sciences, civil engineering, mechanical engineering, environmental engineering, chemical engineering and/or toxicology and one year of satisfactory, full-time experience in the identification, evaluation and control of health and safety hazards; or 3. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time work experience as described in “2” above; or 4. A combination of education and experience that is the equivalent of the course work and/or experience described in “1”, “2”, and “3” above. Semester credits from an accredited college or university in industrial hygiene, environmental health science, occupational health science and/or safety engineering may be substituted for experience on the basis of 7 semester credits equals 6 months of experience, up to a maximum of 28 semester credits.
