Upper Merion Township, located in King of Prussia, PA, islooking for a full-time, reliable, personable, and highly motivatedBuilding Official who will report directly to the Director ofPublic Works. The work of the Building Official engages in publicsafety work of average difficulty at the semi-skilled level. Inaddition, an employee in this position performs residential andcommercial plans review and construction inspections to ensure thatthey comply with the Pennsylvania Uniform Construction Code (PAUCC) requirements, as modified and adopted by the Township. . Theduties of the Building Official include but are not limited to:
Essential Job Functions:
Reviews plans for new construction,renovations, and additions for conformance to building and Townshipcodes and ordinances; issues permits. Reports on code requirementsand deficiencies of plans. Recommends modifications of deficientplans to meet requirements. Investigates and reports on allcomplaints dealing with Township codes and ordinances violations.
Performs on-site visual inspections of existing facilities, newconstruction, renovations, and additions for commercial,industrial, and residential applications for conformance withbuilding and Township codes and ordinances. Communicates regularlywith developers, builders, department heads, and the public.
Represents Township at review boards and hearings related to codeenforcement issues; makes court appearances to testify on behalf ofthe Township. Maintains a record of inspections and records entriesin the log and on the computer; compiles code inspectionsstatistics. Compiles correspondence and local, state, federal, andinspection reports. Issues violation notices and citations. Readsand interprets complex plans, specifications, blueprints, PA UCC,and Township regulations and ordinances. Recognizes improper orfaulty construction or potential hazards. Deals tactfully andimpartially with the public and firmly enforce codes, regulations,and ordinances. Communicates effectively. Makes arithmeticcomputations of moderate difficulty. Operates permit software.
Drives Township vehicles to inspection sites. Performs otherrelated duties as assigned.______________________________________________________________________________

PhysicalRequirements:
While performing the duties of this job, the employeeis frequently required to sit and talk or hear, use hands tofinger, handle, or feel objects, tools, or controls, and reach withhands and arms. The employee is required to walk extensively andlift and/or move up to 50 pounds. Specific vision abilitiesrequired by the job include close and long-range vision and theability to adjust focus. The employee must be able to traverserough, rutty, muddy, snow-covered, icy terrain, unprotectedheights, and uneven or slippery surfaces. Must be able to climbladders and scaffolds, stoop, kneel, crouch, and crawl. Must beable to step over or navigate around construction materials andconstruction debris in tightly confined spaces.
Working conditions:
Work is performed in an office setting, in Township vehicles,outdoors, inside buildings, and at construction sites. The noiselevel is frequently loud; work sites can be dusty, muddy, anddirty, with temperature and weather extremes (including but notlimited to up to 100 degrees F.; down to 0 degrees F.).
MinimumEducation, Training, Certifications, Licenses, and ExperienceRequired:
High school education or the equivalent. AssociatesDegree in a construction or fire protection-related field. Two tofive (2-5) years of experience serving as a full-time buildinginspector. Certifications in the following categories, as listed inAct 45 (Uniform Construction Code Act):
- Building Inspector
- Commercial Building Inspector
- Commercial Plans Examiner
- Accessibility Inspector
- Certifications must be obtained from thePennsylvania Department of Labor and Industry before employment andthen must be maintained in “current” status for each certificationthroughout employment A valid driver’s license.
Proficient inComputer use, particularly as related to data management andassociated devices connected to our network, various officemachinery, cellular phone, zoning maps, development plans, andcodes and standards manuals. Required knowledge, skills, andabilities: Knowledge of and understanding of general buildingconstruction methods & practices. Thorough knowledge of the PAUniform Construction Code (PA UCC), the various codes and standardsreferenced by that code, and Township Zoning, Construction, andProperty-Maintenance related Ordinances. Knowledge of architecturalfeatures. Knowledge of Township geographical area, includingresidential/commercial areas and street locations. Ability to workeffectively with others. Ability to Communicate effectively.
Ability to assess unsafe worksites and take the necessary safetyprecautions to protect yourself. Ability to routinely performaccurate Mathematical calculations. Ability to communicateeffectively in both oral and written form. Ability to keep accurateand complete records. Ability to meet with the public andeffectively explain the Township’s codes, standards, andordinances, including the intent and general Township information.
Ability to establish and maintain effective working relationshipswith developers, builders, property owners, and visitors insituations that may involve stress. Ability to exercise soundjudgment. How to
