Job Description

Clerical Worker Building Inspector’s Office City of Darlington 400 Pearl Street, Darlington, SC 29532 General Statement of Job Under general supervision performs clerical duties for the city of Darlington exercising judgment in applying established policies, procedures, rules and regulations. The clerical worker will provide assistance in issuing licenses and permits to the public. Specific Duties and Responsibilities The clerical worker performs secretarial duties for the building inspector’s office which includes typing correspondence, reports, memos, forms and maintaining a filing system. The clerical worker will answer the telephone and provide assistance to callers by providing information, answering questions and transferring calls to the appropriate party. The will also handle all complaints from the public when they are able to do so. The clerical worker will issue building permits, collect fees, and maintain appropriate files. The clerical worker will maintain an adequate amount of office supplies on hand, receive, sort and distribute mail as is appropriate. The clerical worker will be able to operate and possess necessary information for repair calls of all manner of office equipment as is used in building inspector’s office. The clerical worker will perform other related duties as assigned. Minimum Training and Experience The clerical worker must have a high school diploma and five to eleven months experience in clerical work, accounting or a related field or any equivalent combination of education and experience.

Performance Indicators Knowledge of Job:

Has extensive knowledge of office practices and procedures. The clerical worker is knowledgeable of methods followed in issuing building licenses. The clerical worker has considerable knowledge of business English, spelling and math. They have a working knowledge of the operation for various types of office equipment. The clerical worker is able to compose/prepare accurate reports, records and correspondence. They are skilled in preparing and maintaining clerical files. The clerical worker is able to deal with the public clearly in giving and receiving information. They also will be able to understand complaints and direct them to the appropriate party for resolution. The clerical worker will possess the skill to calculate costs for the permits issued. The clerical worker is able to complete work both accurately and in a timely manner. They are skilled at dealing with members of the public with tact and professionalism in all situations to include those of an unpleasant nature. The clerical worker is able to recognize problems that occur and suggest solutions. The clerical worker is able to able to understand, comprehend and apply policy and procedures. The clerical worker has good verbal and written communication skill which, allow them to communicate with all types of people, as well as, various groups/organizations. The clerical worker has good mathematical skills and good clerical skills.

Quality of Work:

Maintains high standards of accuracy in exercising duties and responsibilities. The clerical worker will exercise immediate remedial action to correct any quality deficiencies that occur in areas of their responsibility.

Quantity of Work:

Maintains effective and efficient output of all duties and responsibilities as described in specific duties and responsibilities.

Dependability:

Assumes responsibility for doing all assigned tasks and meeting deadlines in accordance with the directives of city policy and the city manager. The clerical worker accepts accountability for meeting assigned responsibilities in technical, human and conceptual areas.

Attendance:

Attends work regularly and adheres to the city policies and procedures regarding absences and tardiness. Provide adequate notice to the building inspector with respect to vacation time and time-off requests.

Initiative and Enthusiasm:

Maintains an enthusiastic, self-reliant, and self-starting approach to meet job responsibilities and accountabilities. Strives to anticipate work to be done and initiates proper and acceptable direction for the completion of work with minimal supervision or direction.

Judgment:

Exercises analytical judgments in areas of responsibility. The clerical worker will identify problems or situations as they occur and specify decisive objectives to resolve them quickly and efficiently. The clerical worker implements decisions in accordance with prescribed and effective policies and procedures to resolve issues quickly and efficiently. The clerical worker will seek expert advice, research issues thoroughly weighing potential outcomes and consequences before making decisions.

Cooperation:

Accepts supervisory instruction and direction and strives to meet the goals and objectives of the same. The clerical worker will question such instruction and direction when clarification of results or consequences, are justified in cases such as poor communication, variance with city policy or procedures. The clerical worker will offer suggestions and recommendations to encourage and improve cooperation between all appropriate parties.

Relationships with others:

Shares knowledge with department heads, citizens, groups, the mayor, council and staff for mutual and city benefit. The clerical worker contributes to maintaining high morale among all city employees. Develops and maintains cooperative and courteous relationships with department employees, staffers and department heads, representatives from organizations and the general public so as to maintain good will toward the city and to project a good city image. Tactfully and effectively manage requests, suggestions and complaints from city personnel and the general public to maintain continued good will. The clerical worker will continually emphasize the importance of maintaining a positive image within the city.

Coordination of Work:

Plans and organizes daily work routine. The clerical worker will establish priorities for the completion of work accordance with sound time-management methodology. The clerical worker will strive to avoid duplication of effort. The clerical worker will estimate expected time of completion of elements of work and establish a personal schedule accordingly. The clerical worker will attend meetings, planning sessions and discussions on time. The clerical worker will implement work activity in accordance with priorities and estimated schedules. The clerical worker will maintain a calendar for meetings, deadlines and events.

Safety and Housekeeping:

Adheres to all safety and housekeeping standards established by city policy and procedures. Ensures that these standards are not violated nor is the maintenance of equipment neglected. The clerical worker will additionally ensure that all policies and procedures are followed as well as maintain a safe and clean working environment. This will be followed as set down in
