GENERAL DESCRIPTION OF DUTIES
Under the general supervision of the Stormwater Manager, this position performs engineering analyses and prepares design documents for County projects related to roads, drainage, utilities, and facilities. The role includes reviewing grading, drainage, and Stormwater plans for new commercial and residential developments, ensuring compliance with County, State, and Federal Stormwater regulations. Responsibilities also include evaluating complex drainage calculations and reports, assisting with regulatory updates, and engaging with public groups, agencies, and professionals.
ESSENTIAL JOB
FUNCTIONSReview residential and commercial construction plans for compliance with County Stormwater regulations and related codes.
Stay updated on State regulations and changes affecting the Countys Stormwater Division.
Perform engineering design and prepare construction drawings, reports, maps, and other documentation for County infrastructure projects.
Utilize technology such as CAD, GIS, GPS, surveying instruments, and other software to develop engineering plans and reports.
Ensure designs adhere to County, State, and Federal regulations and specifications.
Investigate and troubleshoot drainage-related issues based on citizen service requests.
Conduct field investigations, prepare reports, and draft correspondence as needed.
Engage in office-based interactions with design professionals and the public.
Perform on-site inspections and enforcement actions as necessary.### Qualifications
MINIMUM TRAINING AND EXPERIENCE
Bachelor of Science degree in Civil Engineering. Five (5) years of experience in practical engineering, roadway or drainage design, and construction, or an equivalent combination of education and experience. Licensure as a Professional Engineer (PE) in South Carolina or the ability to obtain licensure within six (6) months of employment. Certification as a Certified Stormwater Plan Reviewer. Valid South Carolina drivers license. Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and AutoCAD. Proficiency in Stormwater modeling software. Excellent mathematical, written, and verbal communication skills.
