DESCRIPTION

The purpose of this position is to ensurecompliance with building, property maintenance, and zoning codes oncommercial and residential properties within the County. Underoccasional supervision, conducts comprehensive inspections ofbuilding construction, renovations, mobile home installations andinvestigates suspected County ordinance violations and complaintsrelated to property maintenance, ensuring compliance with countyordinances. Work involves scheduling and conducting inspections,interpreting and ensuring compliance with codes and ordinances,documenting findings, preparing required reports and records of allinspections and actions taken, communicating with property ownersand complainants, and performing related technical work, asrequired. The officer also prepares and issues notifications ofviolations and works towards the resolution of these issues. Thisposition requires experience in construction and code-enforcement.

This is an unarmed position. Reports to the Planning Director.

ESSENTIAL JOB DUTIES

Handles various duties related to zoning responsibilities toinclude conducting site visits throughout the County, researchingproperty, reviewing code books, reviewing maps and aerial photos,issuing citations, and appearing in court to answer summons. Issues abatement notices and orders to demolish when structuresare unsafe to be occupied. Explains, interprets and provides guidance regarding codes andcompliance requirements for contractors, property owners,developers and others. Maintains thorough and accurate records of inspections; meetswith contractors and property owners regarding inspection results;makes recommendations for changes as necessary to achievecompliance; and/or follows up to verify that corrections have beenmade to comply with codes. Enforces the Oconee County Code of Ordinances and InternationalProperty Maintenance Code throughout the county, including theissuance of violation notices and correction notices; preparationfor cases for prosecution in the event of non-compliance; andtestifying in court, as necessary. Keeps supervisor informed of inspection progress and anydifficult or unusual situations. Receives and responds to inquiries, concerns, complaints andrequests for assistance in areas of responsibility. Receives and reviews a variety of documents, including permitsand permit applications, floodplain applications, property taxdata, complaints, inspection reports, and various other records,memos and correspondences. Prepares and/or processes a variety of documents, includinginspection reports, code and ordinance interpretations, violationnotices, correction notices, mileage logs, permits, elevationcertificates, and various other records, reports, memos and othercorrespondences. Works in conjunction with the Oconee County Sheriff’s Officeupon request. Provides periodic updates and presentations at public meetingsto boards, committees or Council, as requested. Public outreach regarding ongoing and future enforcementoperations within communities and neighborhoods. Photographs findings and researches property records todetermine ownership. Posts warnings and monitors progress on correctiveactions. Communicates with property owners, managers, and complainantsabout the status of violations and corrective actions. Maintains records of inspections, violations, and correctionsin an electronic case file. Reviews incoming complaints and returns emails and phonecalls. Travels to complaint locations to inspect properties fornon-compliance. Engages in direct communication with complainants, tenants, andproperty owners to discuss violations and necessaryimprovements. Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of office policies and procedures; handling or usingmachines requiring moderate instruction and experience, such ascomputers, and software programs, such as word processing,spreadsheets or custom applications. Ability to give information, guidance, and/or assistance topeople to directly facilitate task accomplishment; may includegiving directions or assignments to co-workers or assistants, asneeded. Ability to communicate effectively orally and in writing. Ability to work well with others.

EDUCATION AND EXPERIENCE

Some College coursework in ConstructionAdministration, Code Enforcement, Building Inspection or a relatedfield, and six (6) months of related work experience; or anequivalent combination of education, training, and experience thatprovides the required knowledge, skills, and abilities. Experiencein customer service, knowledge of magistrate court procedures andunderstanding of basic construction procedures is essential.

Certified:

Some College coursework in ConstructionAdministration, Code Enforcement, Building Inspection or a relatedfield, and one (1) year of experience in the building inspectionand code enforcement professions or related field; or an equivalentcombination of education, training, and experience that providesthe required knowledge, skills, and abilities. Experience incustomer service, knowledge of magistrate court procedures andunderstanding of basic construction procedures is essential.

PHYSICAL DEMANDS

The work is light work which requires exerting upto 20 pounds of force occasionally and/or negligible amount offorce frequently or constantly to lift, carry, push, pull, orotherwise move objects. WORK ENVIRONMENT

Work is performed in a high risk indoor and/oroutdoor work environment; may encounter noise, weather, extremetemperatures, moisture, humidity, dust, odors, fumes, gases, poorventilation, vibration, electrical hazards, mechanical hazards,moving mechanical parts, working in high places, or hazardsassociated with dilapidated structures and properties. In theperformance of their duties, employees may be required to usepersonal protective equipment such as face masks, goggles, boots,gloves, or eye shields.
