ENGINEERING
INSPECTOR I TRANSPORTATION PENNY DEPARTMENT GENERAL DESCRIPTION OF CLASS
The primary function of an employee in this class is to inspect Richland County Transportation Penny road, bikeway, pedestrian, and greenway projects to ensure that they meet all Federal, State, County and municipal codes, regulations, and specifications. The work is performed under the supervision and direction of a Construction, Engineering, and Inspection (CEI) Foreman, but some leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other County personnel, Contractors, Engineers, and the general public. The principal duties of this class are performed at a variety of work sites throughout the County
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary. Installs and maintains best management practices for Transportation Penny funded construction projects to ensure compliance with all applicable Federal, State, County and municipal codes, regulations and specifications. Performs quality control inspections on all elements of construction to ensure compliance with regulations and approved plans and specifications. Assists with the inspection and investigation of industrial sites. Performs surveying tasks associated with construction and maintenance. Enforces all codes and regulations pertaining to construction; issues citations; conducts follow-up inspections; testifies in court as necessary. Manages assigned database(s). Conducts drainage easement research as requested. Conducts periodic public awareness meetings to educate County citizens on proper stormwater management practices and related issues. Receives and responds to public inquiries, requests for service and complaints associated with areas of responsibility; provides information to residents affected by County construction projects; investigates citizen complaints related to stormwater projects and problems. Performs general administrative and clerical work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, preparing spreadsheets, copying and filing documents, sending and receiving faxes, answering the telephone, etc. Attends meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills. May be designated to report to work during hazardous weather or emergency conditions.

LANGUAGE REQUIREMENTS
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.

Requires doing clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION VOCATIONAL/EDUCATIONAL PREPARATION
Requires high school diploma or GED equivalent supplemented by formal training, with an Associate’s Degree in Construction Technology or Civil Engineering from an accredited institution preferred.
SPECIAL CERTIFICATIONS AND LICENSES
Must possess a valid state driver’s license, indicating a clean DMV record; and the following certifications: South Carolina Department of Transportation (SCDOT) Earthwork and Base Course Technician SCDOT Nuclear Gauge with HazMat SCDOT Asphalt Road Technician (ART); and SC Department of Health and Environmental Control (SCDHEC) Certified Erosion Prevention & Sediment Control Inspector
EXPERIENCE REQUIREMENTS
Three years of experience with road construction inspection and testing; or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

SENSORY REQUIREMENTS
The job requires normal visual acuity, depth perception and field of vision, hearing and speaking abilities, color perception.
