General Description:
The purpose of this class within the organization is to inspect construction projects in the City involving modifications to existing buildings and new construction of one- and two-family dwellings. This class works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements:
Requires an Associate’s Degree or specialized courses/training equivalent to satisfactory completion of two years of college in engineering, architecture, inspection, drafting, construction technology or related field. Requires one year in residential building inspection or closely related experience. Additionally, some commercial building inspection experience is preferred. The equivalent combination of education and experience may be considered.

ICC Valid Driver’s License Desirable Knowledge, Skills and Abilities:
Ability to conduct effective inspections in determining compliance with building codes and zoning regulations. Ability to operate a vehicle and to use small hand tools, and standard office equipment. Reads and comprehends building plans and associated documents, construction specifications and details, and plats. Reads and comprehends building codes / laws / regulations, various trade publications and reference texts, architectural drawings, technical manuals, and safety manuals. Proficiency with standard Microsoft Office software and specialized plan review and permit software. Ability to express ideas clearly – orally and in writing. Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills. Ability to identify the need for assistance and to collaborate with other technical staff in a team-oriented environment. Ability to conduct inspections on uneven terrain in active construction sites in all weather conditions. Ability to perform inspections and respond to or investigate complaints after normal work hours or on weekends, including occasionally very late night or very early morning Work is performed onsite and in the field. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
Prepares for inspections by reviewing building plans and designs; geotechnical reports; surveys; and electrical, plumbing and mechanical details for one- and two-family dwellings. Refers to codes / laws / regulations, various trade publications and reference texts, architectural drawings, technical manuals, and safety manuals to ascertain situational code compliance as needed for one- and two-family dwellings. Assists with interpreting building-related codes. Thoroughly inspects residential building construction and renovations for compliance with applicable building, plumbing, mechanical, electrical, accessibility and fire safety codes, as well as zoning ordinances and standards. Prepares inspection reports; prepares and issues notices of correction; stop work orders as necessary. Follows up on each case to verify corrections have been made to comply with codes. Communicates with contractors, engineers, architects, property owners and others to discuss inspection / permitting procedures and issues in person, by phone, and by email. Receives and responds to public inquiries, concerns and complaints regarding Residential building code related issues and provides follow up. Attends training classes about customer service, zoning regulations, building codes, or computer software as needed to learn new systems and maintain continuing education. Maintains required continuing education credits for certifications. Performs additional duties as assigned to meet organizational needs.
