DEFINITION:

This position is responsible for the enforcement of property maintenance and other related ordinances and codes pertaining to litter, overgrowth, abandoned vehicles, and dumpsites. The Property Maintenance Inspector is under the direction of the Building and Codes Director, or designee. Independent judgment is required to complete some tasks.

This is a full-time position with an hourly rate of $18.48. The City provides a comprehensive benefits package. EQUIPMENT/JOB LOCATION

The employee will operate a computer, copier, and other modern office equipment. The employee will also operate a light duty vehicle. Work performed is generally outdoors and some tasks may be performed regardless of weather conditions when necessary. The employee will be exposed to dirt, dust, and loud noises.

ESSENTIAL FUNCTIONS OF THE JOB

The following duties are typical for this position. Employee may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Performs inspections of houses and property for conformance with applicable codes pertaining to overgrowth, abandoned vehicles, abandoned appliances, furniture, junk, litter, debris, and dumpsites. 2. Enforces illegal dumping ordinances; investigates illegal dumping and dump sites; inspects debris to determine source. 3. Handles written and oral correspondence relative to code violations. 4. Takes photographic evidence and documents each deficiency in detail. 5. Follows-up with re-inspections to verify compliance with regulations. 6. Makes on-site inspections of dwellings and the surrounding premises. 7. Makes Use and Occupancy inspections to ensure compliance with regulations. 8. Makes field inspections to fence locations to ensure they meet the required set-backs and sizes. 9. Determines measures necessary to comply with applicable ordinances. 10. Follows-up with re-inspections to verify compliance and regulations. 11. Makes recommendations for rehabilitations/demolition of structures. 12. Takes corrective actions against code violators. 13. Issues citations for failure to comply with the code. 14. Makes court appearances to prosecute code violators. 15. Orders removal of abandoned vehicles stored on property, including abandoned appliances, furniture, junk, trash and debris. 16. Ensures compliance with Property Standards Code. 17. Explains applicable sections of the city code as necessary to enforce property standards regulations. 18. Performs administrative duties. 19. Conducts title checks for property ownership and/or abandoned vehicles. 20. Maintains accurate records and files 21. Prepares daily field inspection reports. 22. Uses a computer to input and retrieve information. 23. Follows-up on phone calls pertaining to complaints. 24. Communicates with the public on issues related to property standards codes. 25. Attends various community/neighborhood meetings. 26. May be required to issue permits. 27. Attends training sessions and stays current and technical publications. 28. May represent the department by attending various intra-government, neighborhood and community meetings. 29. Must establish and maintain an effective and respectful working relationship with contractor, public and other employees. 30. Ability to evaluate and make decisions. 31. Ability, physically and mentally to climb to different heights and function in close quarters for inspections. 32. Any other tasks as may be necessary to accomplish the essential functions of the position as set out herein.

ADDITIONAL EXAMPLES OF WORK PERFORMED
  • Investigates complaints of building or construction code or fire code violations, initiating legal action where required.
  • Assists in the preparation of proposed code changes.
  • Provides monthly reports with regard to inspections.
REQUIRED KNOWLEDGE AND ABILITIES
  • Knowledge of the geographic area of the City.
  • Create and maintain Word, Excel, and PowerPoint documents.
  • Ability to read and interpret construction plans and blueprints.
  • Ability to ascertain facts by personal contact, observation, and the examination of records.
  • Ability to explain and interpret pertinent provisions of laws, ordinances, and regulations.
  • Ability to enforce rules and regulations firm, tactfully, and impartially.
  • Knowledge of Property Standards Code and the minimum requirements for property maintenance, housing, and premises standards within Shelbyville.
  • Knowledge of the basic concepts of housing construction.
  • Knowledge of fire safety regulations.
  • Knowledge of the procedures involved in reviewing and issuing permits.
  • Ability to inspect sites.
  • Ability to read and interpret plans and specifications.
  • Ability to detect deviations from regulatory codes.
  • Ability to work with the public.
  • Ability to discuss, explain and interpret codes requirements.
  • Ability to keep records and make operational reports.
  • Ability to intermittently sit, stand and stoop.
  • Must distinguish between shades of color.
  • Work may require the use of protective devices, such as hard hats and work boots.
QUALIFICATIONS & CERTIFICATIONS
  • Must possess and maintain a valid driving license through the State of Tennessee.
  • Minimum of 18 years of age.
  • Must possess a high school diploma or GED.
  • Must successfully pass a background check, pre-employment physical, and drug screen.
  • Certification by
ICC/AACE

Property Maintenance & Housing Inspector desirable.

  • ICC Permit Technician certification is required within one (1) year of hire date.
  • Certification in International Property Maintenance Code, (non-certified individual must obtain within one (1) year of hire date.
