DESCRIPTION

QUESTIONS
GENERAL

STATEMENT OF JOB

Supervises and coordinates the work of assigned crews performing construction, maintenance, repair and restoration of stormwater infrastructure or roadways and other asphalt structures.

EXAMPLES OF WORK
  • Assists supervisor with providing input regarding performance, training and discipline of assigned staff in the preparation, installation, maintenance and repair of stormwater structures and infrastructure or the preparation, paving, repair and maintenance of roads and other asphalt surfaces; maintains schedule and issues work orders and assignments to staff.
  • Ensures equipment is properly maintained and used.
  • Receives and/or distributes daily work orders for construction, maintenance, and repair of paved and unpaved county roads and associated storm-water infrastructure.
  • Calculates and prepares materials (including pipe, concrete, structures, asphalt and base materials) for assigned jobs.
  • Organizes materials, plans sequencing of work orders and assigns tasks to crews.
  • Provides instruction or training in all phases of roadway preparation, storm-water structure installation, and paving of roads and driveways. Also instructs on maintenance, repair, and restoration of paved roads and stormwater structures.
  • Ensures traffic control signage, devices, and safety measures are in place and operating.
  • Inspects work performed; assists in the supervision and work tasks of other County work crews; assists with construction and maintenance activities.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training, Experience:

High school diploma or GED supplemented by a minimum of three (3) years’ experience in road construction and maintenance, to include broad experience in all facets of road and drainage systems maintenance, restoration and construction, one (1) year of which shall be acquired in a supervisory or lead capacity; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Certifications:

Requires a valid Class “B”, or better, commercial driver license (“CDL”). Temporary Traffic Control (TTC) certification, OSHA Level 1 HazMat Certification, OSHA Trenching Certification must be obtained within nine (9) months of hire.

OTHER REQUIREMENTS
Physical Requirements:

Requires the ability to operate a variety of hand held and electrical equipment and tools, and light to medium duty construction vehicles. Must be able to exert 50 to 100 pounds of force occasionally, or 20 to 50 pounds frequently, or 10 to 20 pounds constantly to lift, carry, push and pull or otherwise move objects. This position performs manual tasks and remain on feet for extended periods of time. Requires the ability to work for sustained periods of exposure to outside atmospheric conditions. Physical demands are in excess of those for sedentary work.

Language Ability:

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence:

Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude:

Requires the ability to add, subtract, multiply, and divide; calculate decimals and percentages.

Interpersonal Temperament:

Requires the ability to deal with people beyond receiving instructions.
