POSITION SUMMARY

Performs responsible technical and public safety work supervising the Telecommunications Division (dispatch center) of the Police Department. The dispatch center receives routine and emergency telephone calls and personal requests for assistance concerning crimes, fires, rescue needs, or general information. Work is performed in accordance with departmental policy and state and federal law, supplemented with specific directions from supervisors.

ESSENTIAL FUNCTIONS

(The duties listed below are intended only as illustrations of the various types of work that may be performed. Supervises the Telecommunications Division; oversees the day-to-day operations, including enforcing department policies, procedures, Code of Conduct, SOPs, etc. Performs as a shift supervisor for any assigned shift within the Telecommunications Division; supervises subordinate personnel which including monitoring the Telecommunicators for accuracy and professionalism and assigning and reviewing work and completing performance evaluations. Responsible for monitoring the dispatch center for cleanliness and ensuring equipment is operable and in good working condition. Performs duties and responsibilities of Telecommunicators when needed or short-staffed, including working a console and operating a computer terminal connected with the Division of Criminal Information and the National Crime Information Center to obtain necessary information. Provides guidance and counseling to the Telecommunicators; complete all administrative, disciplinary, and informative documentation for Division employees. Handles questions and complaints from citizens and user agencies, referring to a higher chain when needed. Maintains status and updates of all call logging equipment. Coordinates employees and maintains control and working proficiency during emergency situations. Notifies the proper chain of command for the Matthews Police Department during emergency situations. Serves as a trainer for newly assigned Telecommunicators; recommends training for Communications staff. Review and prepare payroll for shift employees. Responsible for the oversight and verification of all reports and documents generated within the Telecommunications Division. Maintains a variety of manual logs, including but not limited to timekeeping records, daily duty, and on-call rotation sheets for Division employees. Informs the Police Administrative Services Manager of significant incidents related to Telecommunications personnel and equipment. Schedules and assigns respective shift personnel; maintain adequate staffing levels and be responsible for ensuring coverage is maintained at all times Prepares daily and monthly reports. Performs related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Working knowledge of office and data entry equipment, office technology, applicable software packages, and the application of technology to dispatch and record. Knowledge of grammar, spelling, and vocabulary. Considerable skill in customer service and public contact. Work involves frequent public contact which requires tact, firmness, and decisiveness in obtaining necessary information from people who are under extreme stress. Ability to multi-task in a fast-paced environment. Ability to perform a considerable volume of detailed work. Ability to maintain files. Ability to type accurately and at a reasonable rate of speed. Ability to accurately receive and clearly transmit radio communications. Ability to assess people and situations, to apply sound judgment, to remain calm under stressful conditions, and to elicit sufficient and essential information for dispatching and assisting field personnel. Ability to follow oral and written instructions. Ability to establish and maintain effective work relationships with departmental staff and the general public. Ability to maintain confidentiality on all emergency and police matters. Must be available to work any and all shifts, including dayshift, nightshift, and overtime, on both a mandatory and voluntary basis.

PHYSICAL REQUIREMENTS

Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently and constantly to carry or move objects in various lifting positions, such as overhead, chest height, etc. Must possess the visual acuity to work with data and figures, operate a computer and related equipment, maintain and review manual written records, and ability to read to comprehend written material and make inferences from the contents; use of both hands and fingers with dexterity to complete daily work assignments.

WORKING ENVIRONMENT

This position is primarily based in an office environment. Employees will work in a setting that includes standard office equipment such as computers, telephones, printers, and other office technology. The workspace is typically climate-controlled, but employees may encounter fluctuations in temperature depending on building conditions. Employees are expected to maintain a clean, organized, and safe work area, adhering to health and safety guidelines, including but not limited to ergonomics, emergency procedures, and general workplace conduct, to prevent accidents or injuries. While most tasks involve sedentary work, there may be occasional requirements for standing, walking, or lifting light materials. This position is subject to all State and Federal OSHA regulations, including but not limited to the following: bloodborne pathogens, hazard communication/GHS, personal protective equipment, slips, trips, and falls, etc.

EDUCATION AND EXPERIENCE REQUIREMENTS

Graduation with a high school diploma, GED, or high school equivalency from an accredited educational institution or supplemented by experience in general clerical work with some basic computer knowledge; at least three (3) years prior experience as a Telecommunicator and experience as a trainer is strongly preferred; or an equivalent combination of education and experience.

CERTIFICATE AND LICENSE REQUIREMENTS

Possession of a valid DCI certificate issued by the State of North Carolina or the ability to obtain within three months of appointment to this classification. Possession of Telecommunicator Certification by the NC Sheriffs’ Commission or ability to obtain certification within one (1) year of appointment Must be able to meet and maintain the minimum training, experience, and compliance requirements for the position as established by the Town and the State of North Carolina.
