DEFINITION AND CONDITIONS OF WORK
Performs difficult professional and responsible administrative work in assisting with the development, supervision, and implementation of a variety of communication and marketing activities. Work is performed under the supervision of the Assistant City Manager. Supervision is exercised over direct personnel. This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, preparing and analyzing written or computer data, operation of machines, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Performing specialized administrative support activities, including preparing correspondence and written communications; maintaining a calendar of activities and coordinates community events. Assists with development, oversight, and implementation of new and existing communication and brand management programs and strategies to promote programs and activities of all departments. Distributes print materials, schedules social media and web promotions, develops webpages, and coordinates graphic design across all city departments. Oversees all City of Monroe social media platforms, approves posts and works with outside contractors to promote city events and activities. Provides direct supervision and conducts performance reviews of assigned staff. Maintains a flow of information to the community using a variety of methods, including television, radio, and social media. Researches, develops, and edits news stories for the City’s website, newsletters, citizen stakeholder information, and primary City social media accounts. Assists with media and public information requests including crisis and emergency news releases; researches, writes, and edits information for news releases and printed materials, often of a complex and detailed nature with pressing deadlines. Prepares crisis and emergency new releases and works with Public Safety personnel in the development of releases. Oversees special projects and events by organizing, coordinating, and directing City employees as needed for events and special projects. Communicates and coordinates with city leaders and elected officials for speeches, presentations, proclamations and resolutions. Researches, designs, composes and produces materials for events; manages and monitors event budgets and expenses. Serves as liaison with community groups and schools to promote the City and its programs including public speaking on these topics. Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of communications, public relations, marketing and dissemination practices and procedures, media relations and community relations. Thorough knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Thorough knowledge of the philosophy and objectives of municipal programs, development and use of websites and social media outlets. Knowledge of practices, materials, techniques, and equipment pertinent to the job assignment, including use of Adobe Creative Suite, Premiere Pro, Windows Office, Photo and Video Cameras; proficiency in Associated Press (AP) Style, Facebook, Twitter, SharePoint, Word, Excel, Outlook, PowerPoint, Adobe Photoshop, and Constant Contact. Some knowledge of pertinent federal, state and local laws, codes and regulations. Ability to communicate ideas clearly and concisely, both orally and in writing; ability to prepare a variety of promotional materials including flyers, brochures, schedules, and press releases; ability to establish and maintain effective working relationships with members of the media, governmental officials, supervisors, associates and the general public.
EDUCATION AND EXPERIENCE
Any combination of education or experience equivalent to graduation from an accredited college or university with major course work in marketing, communications, public affairs, or related field and three (3) to five (5) years of experience in communications, business administration, or marketing. Experience in local government a plus.
SPECIAL REQUIREMENTS
