G/LTE Full Job Description Definition:

Skilled manual work of a responsible nature in the operation of heavy motor equipment on DPW projects; all other related work as required.

Supervision:

Works under the general and direct supervision of the Working Foreman or Highway Foreman. Work requires careful operation of assigned equipment pursuant to prescribed procedures in order to avoid breakdowns or to avoid damage to public or private property; intermittent execution of independent judgment is required.

Job Environment:

Work is generally performed outdoors under variable weather conditions, near hazards associated with construction sites; when performing sewer related work, health risks associated with working near raw sewage are present; incumbent must be able to work on-call during emergencies. Operates a variety of light and heavy motor equipment such as riding mowers, snow plows, and dump trucks; also operates a variety of hand and power tools, including jackhammers. Makes occasional contact with utility companies, other town departments and divisions, and the general public requiring courtesy and tact; most contacts are of a routine nature. Errors could be costly to correct and could result in damage to expensive equipment; errors could jeopardize personal and public safety.

Essential Duties and Responsibilities:

Operates assigned heavy motor equipment in the performance of the particular tasks for which assigned; operates equipment which include, but is not limited to, riding lawn mowers, dump trucks, snow plows, road roller and any unit assigned to Heavy Equipment Operator I/Laborer; operates associated power and hand tools. Inspects equipment prior to operation to assure that all controls and safety devices are functioning properly; lubricates and otherwise services and follows prescribed prevention maintenance procedures on assigned equipment units; reports major malfunctions to the Master Mechanic and may assist in making major repairs such as replacing an engine block, hydraulic components, truck bodies, etc. Digs holes; removes snow and ice by plowing, sanding and salting roads and sidewalks; also patches potholes and cuts highway brush; cleans storm drains, manholes and culverts; repairs sewer and water pipe lines. May participate in the work of assigned refuse collection crew to assure that collections are completed as scheduled and that materials collected are in accordance with DPW specifications; delivers refuse to disposal site, empties truck. Operates automotive units spreading sand and/or chemicals to alleviate icy road conditions and to plow and/or remove snow; operates special snow-loading equipment units; operates hydraulic sewer cleaning machine, or rods/buckets, road roller, and other heavy trucks; operates compactors to collect and compact rubbish. Performs all labor incidental to the work of operating assigned equipment or other laboring tasks when not assigned to equipment operations; may perform work normally assigned to a Maintenance Craftsman or a Maintenance Worker. May be assigned to other divisions on an “as needed” basis or in an emergency. Performs similar or related work as required or as situation dictates.

Minimum Qualifications:
Education and Experience:

High School Diploma or equivalency; three years of qualifying experience in the operation of light and/or heavy automotive equipment; or any equivalent combination of education and experience.

Knowledge, Ability, and Skill:

Working knowledge of the operation of light and heavy motor equipment used in construction, maintenance, and repair. Knowledge of hazards and safety precautions involved in operating heavy motor equipment. For sewer related work, working knowledge of methods, practices, and tools of pipe fitting and sanitary and drain pipes. Working knowledge in construction of clay tile, asbestos cement. For water-related work, working knowledge of methods, materials, techniques, pipe fitting and drain pipes. For street repair, working knowledge of methods, practices, and tools used in road and sidewalk construction and repair, and paint spraying; working knowledge of traffic laws, ordinances, rules, and regulations. Ability to operate light and heavy motor equipment safely. Ability to understand and follow oral and written instructions. Ability to work well with others in a crew. For sewer related work, ability to read blueprints. Working knowledge of the tools, techniques, equipment, and procedures used in motor equipment repair and maintenance. Knowledge of repair methods for heavy, diesel, and electrical equipment. Knowledge of hydraulic systems. Requires 4G Specialty Mower Hoisting license and Massachusetts Class B driver’s license with tanker endorsement.

Physical Requirements:

Work requires constant heavy physical effort. Eyesight and hearing at or correctable to “normal ranges.” Ability to use hand and power tools. Ability to operate heavy construction and maintenance equipment for long periods of time during all types of weather conditions. Physical ability to frequently lift heavy materials in excess of 50 pounds while working in adverse weather conditions. Work may involve recurring applications of considerable physical effort, such as lifting, jumping, and occasional awkward positions. Carries heavy materials such as sand, stone, and tools.
