We are looking for a DPW Highway Department Laborer who is a motivated and conscientious employee who exhibits pride in his/her work product. You must have reliable transportation and be able to work 7:00am to 3:30pm, Monday through Friday plus have the flexibility to work overtime on days and/or weekends if requested. Hourly rate increases at 6 months, 12 months, and 18 months plus applicable Cost of Living increases. Pay is Fiscal 25 rate. Fiscal 26 pay schedule currently being determined that will be effective 7/1/25. Stated pay does not include clothing allowance or annual license stipends. Opportunities for standby and overtime pay.

JOB SUMMARY
Performs a variety of skilled, semi-skilled, semi-specialized and unskilled work within the Highway Department. Employee must be able to understand work instructions, work promptly, and perform work assignments promptly and efficiently. Continuous physical effort is demanded through lifting, bending, climbing, carrying and standing for long periods under working conditions that are unpleasant at times due to adverse weather conditions, hazards of highway traffic, pungent odors, and stress from working long hours. The employee may, at times, perform manual labor that is of a routine and repetitive nature. Uses equipment, tools, and vehicles necessary to perform Highway Department work. Makes frequent contact with co-workers and occasional interactions with residents requiring calm, clear and courteous communication.
SUPERVISIONRECEIVED/GIVEN
The incumbent is under the direction and close supervision of the Working Foreman, Assistant Director, and/or Highway Surveyor. The Supervisor assigns work, reviews performance for skill and efficiency, and assists in cases of difficulty. Employee must be familiar with the work routine and use initiative in carrying out recurring assignments independently, efficiently, and effectively without specific instruction. Supervisor provides additional, specific instruction for new, difficult or unusual assignments, including suggested work methods. There is no direct supervisory responsibility; infrequently lends direction or assigns tasks toother employees.
ESSENTIAL FUNCTIONS

- Operates trucks, earth-moving equipment, power sweepers, tractors, power rollers, compressors, snow blowers and loaders, sewer cleaning and catch basin cleaning units or other public works equipment requiring a Class B CDL license.
- Performs manual work in digging and in back filling ditches, trenches, graves and other excavations; handles heavy materials on construction, maintenance and repair of sewers.
- Assists in theinstallation of streets, sidewalks, curbing; cleans sewers and catch basins;lays hot top; breaks concrete; spreads and shovels sand, salt, gravel, asphaltand other materials.
- Performs miscellaneousmanual duties in the care of trees; operates power saws, chain saws, and otherpower tools as well as motor equipment in the cutting, removal and trimming oftrees and brush; chips debris and shrubs; assists other Tree employees andvendors by holding lines and lowering limbs and in pest control spraying.
Maintains and repairs power saws, chain saws, brush cutters, and other toolsand equipment; grinds and sharpens tools and cutting blades.
- Performs miscellaneousmanual duties in connection with the care, upkeep, repair, marking andbeautification of conservation land, pathways, sidewalks, highways and roads,athletic fields, recreation areas, parks and playground equipment, such as butnot limited to, using and operating landscaping equipment and power tools,cutting grass, removing weeds, leaves and brush; lining playing fields,;cleaning culverts, catch basins, drains, and ditches; loading and unloadingvehicles; spreading sand, gravel and asphalt; flooding grounds for winterskating; plants trees, shrubs and flowers; replaces grass; applies pesticides;repairs fences; paints and other maintenance work.
Performs a variety ofduties in the care and maintenance of a cemetery. Straightens tipped stones andsunken graves. Grades and seeds lots. Plants and trims shrubbery and trees.
Maintains flower beds and lawns. Uses power mowers and hand machines. Performsraking, watering, weeding, digging of graves and other related manual tasks.
May also perform some other general duties such as painting, cleaning and snowremoval. May also perform maintenance of mechanical equipment and apparatus. Exerts a continuousand strenuous physical effort in operating equipment, standing, and lifting orcarrying equipment, tools and materials while performing duties under varyingweather conditions. Operates equipment insnow plowing and removal and sanding and/or salting streets, sidewalks, parkinglots and other public areas. Shovels snow and removesice and snow from walkways, steps, drives and pavement; operates vehicles andequipment in snow powering and removal; sands and salts streets, sidewalks,parking lots and other public areas. Loads leaves and otherwaste from street and parking lots. Operates hand andpower tools, shovels, brooms and other small equipment. Maintains Highway/Tree& Grounds Departmental equipment, as required, to include minor repairs,greasing, welding, and changing snowplow blades and working on V Body sanders,mowers and other equipment. Loads trucks with sand and/or patching materials or other Department materials from the barnyard. Cleans and maintains streets walks, grounds equipment. Paints buildings, signs, hydrants, barrels, and other items. Performs a variety of routine and repetitive tasks, with work checked during progress and upon completion for satisfactory performance. Makes occasional public contacts of an incidental nature such as giving directions upon request. Lends direction or assigns tasks to other employees on occasion as directed by his/her supervisor. Reports to work for call backs in the event of emergencies; is available for scheduled overtime shifts. Performs other related work as assigned.
EDUCATION ANDEXPERIENCE
High School diploma or GED equivalent required. Three (3) or more years of full-time work experience desired. Any equivalent combination of education, experience and training which provides the knowledge, skills and abilities necessary to perform the work may be considered
KNOWLEDGE, SKILLS, ABILITIES AND SPECIAL REQUIREMENTS
Knowledge of thepractices, methods, procedures and the skills and abilities required to performthe essential functions of the position. Demonstrate OSHA safety knowledge andsafety protocols in the operation of all vehicles, machines, and otherequipment. Ability to deal appropriately and harmoniously with publicofficials, the public, supervisors and co-workers. Required to have andmaintain a C.D.L. Class B license when hired or obtain said license within six(6) months of hire date. Certifications to be earned on the job within acontractual established time-frame also include a Hoisting Engineer hydraulic license and 4e / 4g licenses.
PHYSICAL DEMANDS ANDWORK ENVIRONMENT
Continuous physicaleffort is demanded through pulling, pushing, lifting, bending, climbing,carrying tools and materials, and standing for the full workday while a timesperforming work during inclement weather. Daily effort requiresregular physical strength and may include lifting and/or dragging heavy objectsup to 50 lbs. or more, carrying objects and stacking them. The nature of dutiesmay involve the continuous presence of unpleasant or irritation elements, suchas inclement weather, noise, pungent odors, chemical fumes, and hazards ofhighway traffic, dust, smoke, heat, cold, oil, dirt or grease and stress fromworking long hours.
