POSITION DESCRIPTION

Oversees the development of the statewide construction training plan and Implements training programs for all construction personnel statewide. Reviews District Training Programs and monitors training for effectiveness. Ensures the technical content of the construction courses meet the Department’s needs and Federal requirements. Ensures that the delivery of the training material is consistent with current requirements. Monitors the effectiveness of the CTQP (Construction Training Qualification Program). This position is responsible for communicating the results of the training effectiveness evaluation to Department management and interested outside parties. This involves periodically attending classes, critiquing the presenters, coordinating the student evaluations, coordinating the delivery of certificates, reviewing the class schedules on the CTQP Administrator’s Website, reviewing the application process, reviewing class attendance confirmation process and reviewing the trainee’s qualification in the Construction Training Qualification Database (CTQDB). Coordinates the statewide construction training program. Interacts in writing and/or verbally with the District Construction Training Administrators (DCTA’s). Responds to comments on course quality, content and quantity. Responds to comments on Instructor quality and delivery. Conducts the Annual (possibly quarterly) OCTA State Meeting/Teleconference, including developing and sending out agenda and meeting minutes. Conducts periodic reviews of the State Training Programs. Assist in developing reports related to the Statewide Construction Training Program. Coordinates typing and proofreading of training material changes. Coordinates the District’s review, final proofing before printing, printing and coordination of distribution. Monitor Central Office personnel enrolled in self-study courses and administer exams. Responsible for developing and implementing technical and administrative standards, procedures, guidelines for the State’s Training & Qualification Program. Revise and edit assigned manuals. Supervises staff responsible for training course development, by assigning work, reviewing progress, and evaluating performance. Monitors the statewide construction training budget. Coordinate the administrative and training effort for the Office of Construction. Manages the contract for the Construction Training Qualification Program (CTQP) course update/development and administer funding provided by the Office of Construction for course update/development, Including contractor selection and contractor management. Organize and participate in the Technical Review Team analysis providing engineering theory, department policy and specification updates in the modification of CTQP materials through review of draft submission updates and modifications to the course material.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of Department’s Training requirements, procedures, and specifications pertaining to Qualification. Skilled in verbal and written communication including conflict resolution skills. Knowledge in basic computer skills including applications such as spreadsheets, word processing, Internet and e-mail capabilities. Ability to provide guidance and direction to Districts. Ability to work with Department staff as well as other agencies to develop new programs and maintain existing ones. Ability to provide leadership in a changing environment. Ability to communicate engineering training information effectively. Ability to supervise people.

Some Travel Required. This position will be required to respond before, during and following emergency situations as requested.
