CONSTRUCTION PROJECTMANAGER
Apply Construction Project ManagerGeneral Statement of Job The Construction Project Manager performs advanced professional andadministrative work with supervisory responsibilities in themanagement of design and construction projects for the City. Thisposition works under administrative supervision, developing andimplementing programs within organizational policies and reportsmajor activities to executive level administrators throughconferences and reports. Reports to City Engineer.
Specific Duties and Responsibilities Essential Functions:
Manages and oversees construction contractors and consultants;develops, administers and negotiates construction and consultantcontracts, master plan studies, amendments, change orders, and workauthorizations. Coordinates stakeholders including user and City agencies: CityAttorneys, Purchasing, Small Business Division, BuildingDepartments; FDOT and other regulatory agencies. Supervises other project managers; performs reviews and oversightof projects managed by subordinates; reviews plans andspecifications, pay applications, invoices, and Florida BuildingCode. Reviews project progress and resolves design and constructionrelated issues; negotiates fees and scope with consultants; designsprojects, signs and seals construction documents, permitapplications and reports. Assists with contract developments and bidding process; reviewsbids for conformance to construction documents; administers andmanages consultant and contractor contracts for adherence andperformance. Establishes a Quality Control/Quality Assurance (QC/QA) ProjectProgram and procedures for the Project Management Section and theDivision to standardize the project management process, improvequality and performance. Carries out special assignments requested by Division Director;meets with subordinates to review the status of their assignedprojects; prepares job performance evaluations forsubordinates. Conducts meetings with consultants and contractors to reviewprogress of work and manage all aspects of the project; reviews andapproves invoices and payment requests from consultants andcontractors; assists in the preparation of new fiscal year budgetrequests. Performs related tasks as assigned. Minimum Education and Experience Requirements Requires a Bachelor’s degree from an accredited college oruniversity with major coursework in architecture, engineering, orconstruction management. Requires five (5) years in professional architectural, engineering,or construction management work, including four (4) years ofexperience in project management and supervision of staffappropriate to the area of assignment or closely relatedexperience. Special Certifications and Licenses Registration as a professional architect or registered engineerpreferred but not required. In lieu of these registrations,consideration will be given to number of years of design andconstruction related experience. A general contractors license isalso preferred but not required.
Minimum Qualifications and Standards Required Skill Requirements:
Has knowledge of the methods, procedures and policies of the PublicWorks and Engineering Department as they pertain to the performanceof duties of the Construction Project Manager. Has knowledge of theorganization of the Department and of related departments andagencies. Is knowledgeable in the laws, ordinances, standards andregulations pertaining to the specific duties and responsibilitiesof the position. Has working knowledge in the areas of civilengineering and construction as applied to municipal public worksprojects and programs. Has thorough knowledge of related equipment,tools and materials. Has thorough knowledge of all applicable codesand regulations, and is able to ensure compliance with such in alldepartment projects. Has the ability to plan and coordinate themost effective use of resources to achieve department goals. Hasthe ability to offer assistance to co-workers and employees ofother departments as required. Is able to take the initiative to complete the duties of theposition without the need of direct supervision. Has the ability toplan, organize and prioritize daily assignments and workactivities. Has the ability to learn and utilize new skills andinformation to improve job performance and efficiency. Is able toread and interpret technical materials pertaining to theresponsibilities of the job. Is able to assemble and analyzeinformation and make written reports and records in a concise,clear and effective manner. Has knowledge of the terminology andvarious professional languages used within the department. Knows how to maintain effective relationships with personnel ofother departments, professionals and members of the public throughcontact and cooperation. Has the ability to communicateprofessionally in confrontational situations. Has thoroughknowledge of proper English usage, vocabulary, spelling and basicmathematics. Has knowledge of and skill in the use of computers.
Has knowledge of applicable occupational hazards and safetyprecautions. Is able to perform duties in occasionallyuncomfortable or hazardous conditions during site inspections,including extreme heat or cold, noise, dust, odors, smoke,machinery hazards, wetness, humidity, confined spaces, etc. Knowshow to react calmly and quickly in emergency situations.
Physical Requirements:
Must be physically able to operate a variety of machines andequipment including a computer, telephone, calculator, hand tools,etc. Tasks involve the regular and at times sustained performanceof moderately physically demanding work, typically involving somecombination of climbing and balancing, entering confined spaces,stooping, kneeling, crouching, and crawling, and that may involvethe lifting, carrying, pushing and/or pulling of moderately heavyobjects and materials (20-50 pounds). Requires the ability to compare and/or judge the readily observablefunctional, structural or compositional characteristics (whethersimilar to or divergent from obvious standards) of data, people orthings. Requires the ability of speaking and/or signaling people toconvey or exchange information. Includes receiving assignmentsand/or direction from supervisor. Requires ability to read a variety of contracts, material details,construction drawings, specifications, policies and procedures,etc. Requires the ability to prepare status reports, workdirectives, change orders, memos, etc., with proper format,punctuation, spelling and grammar, using all parts of speech.
Requires the ability to speak with and before others with poise,voice control and confidence. Requires the ability to apply rational systems to solve practicalproblems and deal with a variety of concrete variables insituations where only limited standardization exists; to interpreta variety of instructions furnished in written, oral, diagrammaticor schedule form. Must be able to use practical applications of trigonometry,geometry, algebra. Requires the ability to inspect items for proper length, width andshape, and visually read various information. Requires the abilityto coordinate hands and eyes using office machinery; to operatemotor vehicles. Requires the ability to handle a variety of items,keyboards, office equipment, control knobs, buttons, switches,catches, tools, etc. Must have moderate levels of eye/hand/footcoordination. Requires the ability to differentiate colors andshades of color. Requires the ability to deal with people beyond giving andrece1v1ng instructions. Must be adaptable to performing understress when confronted with emergency situations or tightdeadlines. Worker may be subject to danger or risk to a moderatedegree.
