Under administrative direction, the Engineering Construction Division Manager performs managerial, administrative, technical, and professional work coordinating, monitoring, and managing the construction, inspection, and renovation of public works related projects and buildings.
Duties and Responsibilities
Essential Functions:
— Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Oversees, supervises, and manages the daily operations of the engineering inspection operations and personnel; provides extensive project management and coordination for consultants and City staff on key projects.
Coordinates, collaborates, and engages with various city departments, the general public, and contractors in the administration and implementation of public works construction, renovation, and other project work. Inspects, reviews, evaluates, and manages construction specifications, construction bid documents, and job cost estimates; coordinates, schedules, and documentsmercial and utility site inspections.
Manages, supervises and coordinates project bidding, development of construction contracts, and ensuring contractors are inpliance with all contract documents. Oversees, manages, and monitors construction activities, conducts jobsite inspections and warrantee inspections, and ensurespliance with job plans, specifications, and federal, state, and local regulations. Supervises and manages construction activities of external agencies under contract to the department; coordinates with the building division of the Planning and Development Department for code and permitting issues. Processes, authorizes, and ensures the delivery of payment for workpleted under contracts; obtains releases of liens and warranties for workpleted and prepares contract change orders. Works closely, collaborates, and coordinates with departmental project management and staff; provides technical assistance and direction. Makes presentations to City boards elected officials, and the public as needed. Performs customer service and other duties as assigned.
Minimum Qualifications
Licenses, Certifications, and Equipment:
A valid State driver’s license is required.
Education and Experience:
Bachelor’s Degree in Building Construction Sciences, Engineering, Architecture, or a related field PLUS five (5) years construction experience, with some experience in a supervisory capacity; OR an equivalentbination of education, training, and experience may be considered. Supplemental Information
