Class I Summary :

Responsible for reviewing and monitoring all Capital Improvement Projects, including designs, roadway construction, drainage, inspections, approval of testing laboratory activities, training and supervision of inspectors. The Supervisor 3 is responsible for overseeing direct, indirect reports and typically Supervisor 1 or 2 and their schedules in designated areas. Responsible to oversee all operations of the area assigned including employee supervision, participation in hiring subordinates and monitoring the conduct of employees.

Prepare construction specifications and develop cost estimates and budgets for the issuance of request for bid proposals Monitor and observe construction progress ensuring that project milestones have been met and all construction and drainage activities are in compliance with plans and specifications, and state, federal and local regulations Documentation of contractor deficiencies or noncompliance with the project plans and specifications Investigate, review and make recommendation for improvements relative to road and drainage problems; administer change orders, addendums and invoices; and conduct project close-out inspections Attend pre-construction meetings Oversee the equipment operations within the area to ensure that all parish equipment is maintained and repaired in an orderly condition Implement safety procedures for equipment and keep maintenance site in a clean and safe condition Train subordinates in the safe and proper operation of equipment Know how to operate all necessary equipment May have foremen, group leaders, Supervisor 1, or Supervisor 2 etc. reporting to them on more complex work projects Has some degree of discretion in how to assign resources and people to accomplish tasks May be required to prepare purchase requisitions and track subsequent purchase orders Scheduling and reporting employees’ payroll time within the parish policy guideline Ensure that all required documentation is submitted and recorded Advise supervised employees of changes in policy Complete performance evaluations in a fair and equitable manner Meet and handle the public in a professional courteous manner and provide assistance within the guidelines established May be required to respond to after-hour calls or attend after hour meetings as requested by the Director May need to work additional hours as required during emergency situations and assign on-call personnel Regular, consistent attendance is required Any other duties as assigned

Competencies:

Employee must be able to operate basic office equipment, office computer and software, copy machine, fax machine, and scanner. Employee must be able to give instructions plainly and clearly to others and have an ability to supervise a variety of employees and tasks. Employee must be completely familiar with the operation of each piece of maintenance equipment assigned to subordinates.

Work Environment :

The primary duties of this position may be performed in the field, in an office or both. The field includes high traffic and open areas of empty land which might include swampy, wet conditions and exposure to wildlife and insects. This position is not limited to the field and may also include an office environment to complete necessary documents pertaining to the job.

Physical Demands:

Medium work. Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. If someone can do medium work, we determine that he or she can also do sedentary and light work.

Required Education/Qualifications :

This will vary depending on the specific job but typically will require a minimum of a high school diploma or equivalent GED and minimum five years’ experience in the construction field required. Bachelor’s in Construction Management, Engineering or related field preferred. The candidate must possess a valid Driver’s License. Qualified candidates must have all applicable DOTD certifications. May require more advanced degree, training, or certification.
