Field Construction Manager (FCM)

Reports To:
Project Manager and Construction Manager Project Scope:

High-voltage transmission, distribution, and substation projects Locations- Augusta, ME, Rochester, NY, Binghamton, NY and Orange, CT Overview The Field Construction Manager (FCM) is responsible for overseeing all on-site construction activities, including civil, structural, and electromechanical scopes. The FCM ensures that work is executed in accordance with project plans, safety and environmental regulations, and quality standards. This role plays a critical part in maintaining project timelines, cost control, and stakeholder communication. Key Responsibilities 1. Construction Oversight Coordinate daily site activities, contractor schedules, and logistics. Conduct regular field inspections to verify material deliveries, installation quality, and schedule compliance. Maintain up-to-date as-built drawings and site documentation. Facilitate issue resolution with engineering teams, inspectors, and contractors. Lead weekly progress meetings and ensure submission of two-week lookahead schedules. Support outage coordination and initiate requests via

E-STAR/CONVEX

systems. 2. Project Documentation & Communication Prepare and submit weekly/monthly progress reports. Maintain logs for RFIs, change orders, correspondence, and daily field updates. Track contractor invoices and progress against earned value metrics. Assist in compiling the final project documentation package. Serve as liaison with local/state agencies and manage public communications as required. 3. Safety Management Review and enforce contractor Health and Safety Plans (HASP). Lead or participate in daily safety briefings and weekly audits. Monitor and ensure corrective actions for safety violations are implemented. Ensure proper reporting and investigation of incidents, near misses, and injuries. Maintain updated H&S documentation, including orientation checklists and inspection records. 4. Environmental Compliance Enforce the Environmental Management Plan through daily site inspections. Report environmental incidents and coordinate with regulatory bodies (e.g., NYSDEC, CT DEEP). Conduct and document weekly environmental audits and maintain compliance records. 5. Quality Control Support review and tracking of Inspection Test Plans (ITPs), redlines, and submittals. Verify equipment testing, permit compliance, and workmanship quality. Conduct weekly QA inspections, energization readiness checks, and site walkdowns. Manage RFIs, DCNs, FCNs, and all field modifications. Oversee material reconciliation and documentation for project closeout. Qualifications & Requirements Education & Experience Option 1: Bachelor’s degree in a relevant field + minimum 5 years of field experience Option 2: Associate degree in a relevant field + minimum 8 years of field experience Option 3: 10+ years of direct experience in construction/maintenance of electrical transmission, distribution systems, or substations Technical Proficiency Strong understanding of electric theory, line work, and substation construction. Familiarity with switching/tagging procedures and safety protocols. Knowledge of environmental compliance (SWPPP, wetlands, spill prevention). Working knowledge of industry standards (NEC, NESC, OSHA).
