Full Job Description Position Summary:
The Lead Construction Manager will oversee lead hazard control work under the NJDCA Lead Assistance Program and federal grants. The Lead Construction Manager will be responsible for coordinating and managing processes that provide lead hazard control & healthy homes. This position will work closely with the program manager and staff to advance the production goals of this program and similar programs associated with home rehabilitation work, such as Healthy Homes.
Responsibilities:
Participate in the implementation of lead program strategies, project development, and budget monitoring. Monitor progress towards achieving goals and objectives. Collaborate with program partners to foster and maintain professional relationships. Coordinate and oversee lead risk assessments, lead hazard control work, and lead clearances. Create work scopes based on Lead Risk Assessments and visual inspections of units. Coordinate and manage all aspects of subcontractor activities, including estimates, project requisitions, contracting, project initiation, oversight, and project completion and closeout. Supervise and monitor construction processes (on site), ensuring high-quality work and compliance with HUD and NJDCA lead rules and regulations. Foster and maintain positive relationships with customers, contractors, and the broader community. Track participant data/folders, unit progress, and compliance with project budgets. Participate in marketing lead program to the community. Perform other relevant duties as assigned.
Qualifications:
Minimum of a high school degree, with a minimum of five (5) years of experience in lead-safe remediation/abatement, construction, home renovation, or a related field. A minimum of three (3) years of work experience in project and construction management. Strong computer skills
- Microsoft applications and other databases.
Experience providing lead-safe renovation, repairs, or abatement. EPA Lead RRP certification, Lead worker and/or Lead Supervisor credential or similar (If do not possess these credentials, must be willing to participate in training and certification post-hiring) Experience with lead hazard control, energy efficiency, and healthy homes programs Knowledge of HUD Lead Hazard Control Guidelines and/or NJDCA Lead Abatement Code OSHA 10 Certified at the time of hire or must obtain within the first three (3) months of employment. Demonstrated knowledge and experience with health and safety regulations, construction codes, and financial and local regulations related to the renovation of buildings and equipment. Must exhibit a personality that demonstrates strong interpersonal skills to relate to internal and external stakeholders effectively. Excellent communication skills

English fluency required/speak, read, and write. Bilingual preferred. Physical job requirements include but are not limited to walking, climbing, crawling, squatting, stretching, reaching, bending, and lifting up to 50 pounds. Exposure to the dangers of characteristic construction sites is possible. Ability to work well independently and quickly learn new systems and skills. Must be self-motivated and willing to pursue training and certifications relevant to the scope of the work. Some travel may be required to attend training/conferences. Valid New Jersey driver’s license with an insurable driving history. Use of own vehicle for self-transportation to and from worksites. Mileage is reimbursable.
