Land Planning and Devlopment JS Hovnanian & Sons Mount Laurel, NJ 08054 Job Summary J.S. Hovnanian & Sons, a leader in the home building industry in Southern New Jersey for over 60 years is seeking a Director of Land Planning and Development to join our team. This position reports to the Vice President of Operations and to the Company Principles. The ideal candidate is proactive, analytical, and is a natural problem solver. They have experience working with municipalities and their professionals, attorneys, and engineers managing contractors, and collaborating with sales and construction teams. From the planning and acquisition stage, though the construction phase and up to final bond release, the qualified Director of Land Planning and Development ensures projects stay on track, within budget and run smoothly. Key Responsibilities Research and evaluation of potential and feasibility of land acquisition opportunities including but not limited to, zoning restrictions, utility availability, site quality, demographics, market analysis. Understand and interpret land development ordinances, zoning laws, municipal land use laws, etc. Work closely with land use attorneys, civil engineers township officials and professionals and utility providers on design, layout, construction, etc. Evaluate engineering plans and perform value engineering analysis with contractors and engineers. Prepare bid documents, evaluate and compare contractor proposals. Perform takeoffs from engineering plans. Oversee all aspects of land development improvements including from clearing to the installation of improvements through bond release. Prepare, monitor, and update site development schedules. Ensure projects are completed in a timely manner. Prepare, maintain, and update detailed project budgets. Review and approve contractor invoices and ensure work completed is within the scope of work and consistent with contractor budgets. Prepare detailed lender funding requests and keep detailed records of same. Act as company liaison with townships and agencies regarding approvals, compliance, and bonding. Attend planning and zoning board meetings. Act as a resource for Sales and Construction teams, potential buyers, and homeowners to answer question and provide information regarding site development, lot features and design. Assist with the implementation of homeowner association documents. Serve as builder representative on homeowner association boards.
Qualifications:
Bachelor’s degree in Civil Engineering, Business Administration, Construction Management or related field. Minimum 10 years experience with land evaluation, acquisition, entitlement/approval, and improvement. Experience budgeting and managing large-scale construction projects. Ability to read, interpret and understand civil engineering plans. Strong proficiency with Microsoft Office, especially Excel, Word and Access. Experience with computer aided design (CAD) software desired. Strong scientific and mathematical skills. Ability to multi-task and manage multiple tasks and projects simultaneously.
