Position Description
Advertised Job Summary Coordination of renovation and infrastructure projects for the Department of Facilities Services of the University of South Carolina including overall monitoring of contract administration and the planning, design, bidding, construction, and close out phases of project performance.
Job Related Minimum Required Education and Experience Requires a bachelor’s degree in a job related field and 3 or more years of job related experience, which may be substituted by an equivalentbination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials Preferred Qualifications Master’s degree in Construction Management. SC Contractor’s license, certified construction manager (CCM), professional engineer (PE), Certified Educational Facilities Professional (CEFP), or Project Management Professional (PMP).
Knowledge/Skills/Abilities Knowledge of principles and practices of construction project management, modern architecture, design engineering and facility construction. Knowledge of laws, rules and regulations pertaining to the construction and modification of facilities. Knowledge of contract procedures, bidding procedures, architectural agreements and inspection procedures. Knowledge of state and federal laws, rules and regulations governing architectural or civil engineering project management for building or facility renovation projects and campus scale infrastructure construction. Ability to oversee the work of subordinate project managers or consultants. Ability to establish positive working relationships with customers, superiors, subordinates, associates, design and construction consultants. Ability tomunicate effectively. Ability to prepare, review and revise plans and specifications. Ability to problem solve and utilize conscious decision making. Ability to build teams and involve stakeholders. Typical projects include but are not limited to interior renovations, energy efficiency projects, roofing and exterior replacements, HVAC and electrical upgrades, in ground infrastructure and thermal plant modernizations.

Job Duty Manages, monitors, and controls contractualmitments to assure performance of work including but not limited topliance with drawings and specifications, performance of contract administration and close-outs, and University acceptance ofpleted work by reviewing contract documents and budgets, conducting site visits, inspecting work performed, ensuring customer “deliverables,” verifying punch list, providing direction, and maintaining contact through warranty period.

Job Duty Maintains knowledge of and implements University and industry requirements, procedures, and standards including but not limited to state procurement law, Office of State Engineer, DHEC, City of Columbia, State Fire Marshall, Erosion & Sediment Control, Flood Plain and Zoning, LEEDS certification, historic preservation, any other applicable codes, and the University’s master plan by reading, researching, reviewing, attending conferences, training, and meeting with internal and external personnel.

Job Duty Communicates and coordinates project issues with internal and external clients, professional consultants, regulatory agencies, University administration, Facilities Services departments and personnel, coworkers by developing and maintaining effective interpersonal relationships, meeting with concerned parties, negotiating expenditures, mediating user expectations, refining project scope, and conducting site visits.

Job Duty Providesprehensive guidance to customers in the procurement of professional design services and construction services as expeditiously as possible, in a manner best suited to their needs, and infillpliance with the Consolidated Procurement Code.
Monitors state projects during construction to ensure the workplies with the building codes by reviewing inspection reports submitted by3rd party inspectors and design professionals for notations of deficiencies and corrective action taken on deficiencies.
Physically inspects all construction project sites forpliance with the design drawings, campus standards and quality expectations.

Job Duty Executes development and coordination of major or significant infrastructure and renovation projects through the planning, design, bidding, construction, and close out phases including but not limited to meeting with clients, A/E consultants and Facilities leadership;
Determining scope and duration; coordinating A/E procurement, cost estimates, and feasibility studies;
Implementing established budget and schedule to meet program needs and limitations; Negotiating to gain consensus and final approval;
Providing summary reports and direction to all parties involved.

Job Duty Provides assistance to the Director of Infrastructure Construction and Renovation and/or the Associate Vice President of Facilities Management as required to develop and improve office policies, procedures and design standards;
