Job Description

Subcontractor Administrator and Efficiency Coach 4.0 4.0 out of 5 stars Derby Center, VT 05829 Overview The Subcontractor Administrator / Efficiency will be responsible for the recruitment, retention and management of all trades subcontractors to include abatement, electrical, heating, plumbing, etc. utilized by NETO as well as conducting in home Energy Coach visits for NETO clients. The Administrator will receive requests for subcontractor work from Auditors and Area Coordinators, bid out the work when required, manage and inspect the completed work. In addition, this position will be responsible for building and maintaining strong relationships with NETO’s subcontractor pool in order to maintain an efficient production schedule, highest quality of work and keep costs in the range desired to ensure successful completion of all grants managed by NETO. The Subcontract Administrator’s work is performed under the supervision of the Weatherization Audit Coordinator.

Responsibilities and Duties:

Establish and maintain a list of qualified subcontractors in all areas of subcontractor work Keep subcontractor packet of information up to date to include Certificate of Insurance and confidentiality agreements. Identify, recruit and setup of new subcontractors Maintain positive working relationships with all subcontractors Maintain quality of work through training, inspections, and verification of work performed Prepare, receive and decide upon the outcome of bid packets Inspect all work performed by subcontractors to ensure scope of work is complete to standard per bid spec Maintain records in the database of record (Hancock Energy Software, HES) Coordinate with production staff for completion of subcontractor works Receive invoices; ensure accuracy prior to submitting for processing Receive crisis heat requests for the Emergency Heating System Grant Program, respond to calls, schedule contractors, and inspect work as necessary Assist production staff with procurement and procurement documentation when required Earn and maintain the Building Performance Institutes Building Analyst designation. Other duties as assigned. Other related duties as required

Environmental Factors:

Duties are performed at different locations, including both office and job site. Office work involves computer analysis for job estimating, specifying, and screening. At times duties involve working at heights including on ladders and roofs; and in confined spaces including attics, crawl spaces, and basements. Work is often outside and in inclement weather. May involve exposure to potentially harmful materials: lead paint, vermiculite, particulates, and fumes. •The agency will provide training and protective equipment.

Knowledge, Skills, and Abilities:

Possess strong time management skills, problem-solving skills, and the ability to prioritize tasks and meet deadlines. Knowledge of safety procedures involved in construction and weatherization. Knowledge of weatherization grants and funding and how jobs are applied. Ability to follow safety protocols and identify potential hazards. Knowledge of building construction and heating systems. Knowledge of Weatherization programs and related delivery systems. Working knowledge of supervisory principles and practices. Strong interpersonal skills and excellent written and oral communication skills. Ability to work independently with minimal supervision, and as part of a team. Strong Computer literacy / understanding of Microsoft Word, Excel, Outlook and ability to effectively use energy software (HES) Ability to interpret and apply complex rules and regulations. Ability to establish and maintain effective working relationships. Ability to work with diverse populations in a variety of settings. Ability to analyze problems and recommend solutions. Must be able to climb ladders, work in confined spaces, lift tools and materials weighing up to sixty pounds, and physically perform all job duties.

Preferred Qualifications:

Two years of construction experience in the building trades. Previous experience in weatherization Knowledge of oil and LP heating systems

Special Requirements:

Driver’s license and reliable transportation is required.
