The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control to protect lives and property from tidal flooding by natural weather events. The Electrician Specialist performs advanced-level responsibilities in the Field offices, Warehouse, Field Facilities, Complex Marine Structures, and Permanent Canal Closure Pump Stations for the Flood Protection Authority-East. The electrical specialist reports directly to the electrical specialist leader. Electric control and high voltage jobs are performed on complex, highly responsible, advanced-level work in installing, maintaining, and repairing controls primarily high voltage systems, motors, and generators. Position is assigned primarily to the Orleans Field Office, Warehouse, and Field Facilities as permanent duty stations. However, such assignments may be changed on a temporary or permanent basis as the needs of the agency warrant and dictate. No Civil Service test score or assessment is required in order to be considered for this vacancy.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Two years of the required experience for the following minimum qualifications must have been on-the-job experience:
Three years of experience or training in the electrical trade.
Job Concepts

Function of Work:

To perform technical and highly skilled electrical maintenance, repairs and installations on utility plant electrical systems, high voltage transmission systems, traffic signals, electrically operated bridge systems and marine electrical systems in accordance with the National Electrical Code.

Level of Work:

Advanced.

Supervision Received:

General from an Electrician Specialist Leader, Electrician Specialist Foreman or other maintenance supervisory personnel.

Supervision Exercised:

Functional over Electricians and may exercise functional over Trades Helpers.

Location of Work:

May be used by all State agencies.

Job Distinctions:

Differs from Electrician Specialist Foreman by lack of full supervisory duties.
Differs from Electrician in that work is of a more complex nature (work on high voltage transformers, overhead underground and marine distribution lines and cables and the installation and maintenance of traffic signals.
Differs from Electrician Specialist Leader by lack of responsibility for overseeing work of other journeyman and advanced journeyman Electricians.
Examples of Work
70% Install, alter, maintain, and repair wiring systems for navigational gates, movable bridges, navigation traffic signals, record tidal gages, velocity meters, surveillance systems, marine radios, streetlights, electric taps, floodlights, and other electrical fixtures and equipment associated with buildings.
Maintain electric motors and generators. Maintain emergency generators.
Perform electrical inspections of electrical equipment, controls, and appliances. Replaces electrical components on control systems; performs some mechanical work in replacing and repairing parts.
Install and make repairs on nonmetallic cables (romex, conduits (Greenfield), and thin wall or rigid conduit). Must be able to bend pipe. Bends pipe for specific job sites, as requested.
Troubleshoot, repair, and install electrical motor starters, related switchgear, and controls. Ensure the operational ability of sector gates.
Maintain and make minor repairs to mechanical and electrical equipment on navigational flood gates and movable bridges. Maintain generators used to operate the floodgates and perform minor repairs as required. Operate floodgates, generators, and bridges and inspect for operational deficiencies. Perform minor maintenance on all equipment assigned to their usage. 15% Document inspections and repairs in accordance with USACE Operations and Maintenance manual.
10% Operate small marine craft for carrying out maintenance and inspections. Operate various other types of electricalsystems assigned to the Complex Structures Division. Participate in the electrical repairs to Flood Protection Authority-East buildings and equipment. 5% Operate flood gates, pumps, and motors for maintenance and during storm-related events. Participate in manpower at the Lake Borgne Barrier safe house or PCCP with others throughout a storm event. Requisition supplies and materials as needed. Project budget needed to accomplish repairs as needed. Perform other duties or assignments as directed by supervisor or higher-ranking personnel.

The Southeast Louisiana Flood Protection Authority – East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPAE’s mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard, Parish, and the east-bank of Orleans Parish from tidal surge, wind-driven water and river flooding. In emergencies during Mississippi River flooding and Hurricane/Tropical storm events, the incumbent will be on call and must report for duty if so required, remaining on duty in such situations until released from duty by the Appointing Authority.
