This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupion.
Duties Essential Duties:
Responsible for the maintenance, repair, modificion and preventive maintenance of the entire electrical distribution systems for the medical center and the five (5) CBOCs. This includes, but is not limited to, the main sub-stion, primary feeders, secondary feeders, branch wiring, switchgear equipment, primary and secondary disconnects, circuit breakers, protective relays, transformers, a variety of controls, all emergency and electrical generion systems including reled components, interior and exterior lighting maintenance, repair, modificion and preventive maintenance of all elevors, conveyors, automic doors, trash and linen chutes and intrusion alarm systems. Directs, plans, lays-out and supervises work of regularly assigned employees through providing general instructions, standard procedures, overall priorities and policies. Responsible for contacting various types of vendors and writing scopes of work to ensure projects are completed properly. Inspects work performed by his or her subordines and assists with inspections of outside contract work. As the Contracting Officers Representive (COR), plans projects and writes stement of work for all contracted work pertaining to electrical requirements. Establishes work priorities and deadlines for maintenance or projects based on general work schedules, methods and policies established higher staff levels. Responsible for planning comprehensive programs for the maintenance, repair and preventive maintenance of all underground, aboveground, interior and exterior electrical distribution and lighting systems. Organize and direct all assigned resources, determine maintenance requirements, forecast merial and manpower requirements and schedule shutdowns for minimum inconvenience of pients and staff. Plans all funding requirements for the shop and justifies budget requests and controls all expenditures throughout the planning cycle to ensure an efficient operion. Organizes and directs all assigned resources, determines opering and maintenance requirements, forecasts electrical supplies, merials and manpower requirements, schedules any equipment shutdown for minimum interference of medical staff and pients, plans alterions and improvements to equipment which are in line with management goals and objectives. The incumbent recommends changes to schedules, priorities, and work sequences as needed and makes applicable deviions in procedures or redirect resources under his or her control to overcome unexpected problems th occur. Assigns tasks to be performed, explains work requirements, methods, and procedures, provides advice, instructs and trains subordines. He or she observes work in progress and adjusts plans, assignments, and methods as necessary to resolve problems and accomplish work as effectively and economically as feasible to meet schedules. Responsible for organizing subordines to properly perform productive work in their area of responsibility and is responsible for the execution of repairs, modificions and preventive maintenance work from established guidelines. Assists subordines in repair and maintenance of equipment when necessary and coordines the work of the Electric Shop with other shop supervisors/M&O Supervisor and section chiefs to maintain a good efficient working relionship with all other sections in the medical center. Responsible for a full range of administrive duties including funds control, recordkeeping, supervisory personnel practices, preparion of memoranda, interoffice communicions, engineering reports, surveys, and internal work control audits. Develops performance standards, performs formal and informal performance appraisals, and counsels employees on performance. Responds to formal and informal complaints, labor-management relions, incentive awards programs, and counsels’ subordines. Investiges and responds to EEO mters, grievances, and complaints, resolving them informally, initiing disciplinary actions as needed. Identifies employees training needs and inities recommendions to provide necessary training and inities recommendions for hiring, promotions, work performance probion plans, reassignment and recognition of outstanding performance of his or her subordines.
