The position requires at least seven years of Government / Aerospace Industry experience. Three years’ experience credit for a Bachelor’s degree or four years credit for a relevant Master’s degree in Business Management, Economics, Math, Engineering, or Economics. Responsibilities The applicant will be responsible for developing and delivering Life Cycle Cost (LCC) estimates for NASA programs and missions. Applicant should have a thorough understanding of cost estimating and systems engineering. Applicant will be responsible for creating, documenting, and presenting cost estimates using
PCEC, NICM, SEER, PRICE
TruePlanning, MOCET, LSOCM, ACEIT, Excel, and other software tools as well as testing and validating integration of new/enhanced estimating models. The applicant may be required to work with higher level NASA officials and communicate with prime contractor personnel. Applicant must be able to work in a team environment. Applicant must be able to obtain a security clearance. U.S. citizenship required. Skills Required The position requires a minimum of seven years of Government / Aerospace Industry in one of the following areas: Cost Estimating / Cost Engineering, Operations Research, or Systems Engineering. Possess at least seven years of relevant experience supporting Programs primarily in support of NASA; experience with cost estimating required. Familiarity Project Cost Estimating Capability (PCEC), NASA Instrument Cost Model (NICM), SEER, PRICE TruePlanning, NASA Mission Operations Cost Estimation Tool (MOCET), Launch Systems Operations Cost Model (LSOCM), and Tecolote’s Automated Cost Estimating Integrated Tools (ACEIT) tools are necessary for the position. Applicant should be proficient in the use of M/S office applications (i.e., M/S Project, Word, PowerPoint, and Excel)

TruePlanning, MOCET, LSOCM, and Power BI. Excellent verbal communication, written, and quantitative analytical skills are required. Applicant must be proficient in performing cost estimating activities such as cost/price analysis, WBS development, and risk analysis. Familiarity of cost estimating principles/NASA acquisition policies and NASA project management process are desirable. Additionally, a strong working knowledge of ACEIT is highly desirable.
