None PURPOSE:
To develop competitive estimates for post-delivery contract proposals and/or new construction.
AUTHORITIES/RESPONSIBILITIES
Review and comprehend technical and administrative documents such as Requests for Proposals (RFPs). Assess RFPs to determine scope of project to include timeline, labor, list of materials and subcontract requirements. May serve on a multi-disciplinary team to appropriately assess RFPs. The position requires intermediate knowledge and experience with reviewing work specifications, engineering drawings, Liaison Action Requests (LAR), technical manuals and NAVSEA standard items in order to provide detailed cost estimates to the paragraph and trade level for labor, material, safety, quality and 009-23 interferences requirements in a blended estimate which includes make/buy decisions. Develop estimates and preliminary pricing for proposals. Input project information into database. Participate in proposal reviews with management. Assist proposal development in validating vendor and subcontractor quotes for related tasks. Daily communication within Estimating Group and interaction with the Earned Value Management System (EVMS) Group, Contracts, Supply Chain, Post Delivery Project Management Team and Navy Program Management Team. Performs other duties and special projects as requested by management. Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization. Support business unit Tier 1 Compliance Lead in responsibilities as required. Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area. Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program. Developing, providing, and documenting compliance training, as applicable. Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE
Four year degree in accounting, finance, engineering, or related field and 4 years’ direct pricing experience or a commensurate combination of education and experience to be 8 years in total education/ experience. Knowledge of LCS Class Maintenance Plan preferred. Knowledge of ship construction and relationships between trades. Experience interacting with production, multiple support departments, customer representatives and equipment manufacturers. Knowledge of ship terminology. Proven ability to interpret request for quotations (RFQ), engineering drawings and work specifications. Familiar with the different types of government cost accounting practices (FAR, DFAR, CAS) including TINA. Familiar with the different types of estimates/proposals (RFP, RFQ, ROM, etc.) and different types of government contracts (CPFF, CPAF, FPFF, FPAF, etc.). Advanced working knowledge of computer software applications (Word, Excel, PowerPoint, and Outlook) Able to work independently and take initiative. Willingness to work irregular and sometimes lengthy work schedules.

Work autonomously. Resolves moderately complex issues escalates most complex issues through the department chain of command. Works within established guidelines and relevant procedures.
LIAISES WITH
Program Managers , Project Managers and Coordinators, all Production Departments, Subcontractors, Functional Leads, Production Control, Engineering, customers and clients, all support organizations across the company, and surveying authority.
