Support the Lead Estimators and/or Preconstruction Manager inall estimating functions throughout the Launch process requiredduring the preconstruction phase. Responsible for valueengineering, budget controls, alternative and comparative studies,constructability reviews and Target Value Design. Responsible toensure that estimates, bids and GMP’s are complete, accurate, andwell supported by recent pricing data and subcontractor input.

Description Receive, file and distribute design documents tointernal team members. Coordinate subcontractor bid lists withprocurement for budget pricing and bidding. Manage distribution ofcurrent design documents for subcontractor budgeting and biddingand ensure sufficient subcontractor input is received. Reviewdesign documents for level of completion, assemble comments andrequests for additional information needed to provide completeestimates. Review and confirm that all previously approved documentrevisions have been incorporated into the design documents. Recordand report all exceptions. Attend pre-bid meetings andsubcontractor site walk-throughs. Visit sites to evaluate existingconditions and identify and capture any scope that may not beincluded in the design documents Support the Lead Estimator orPreconstruction Manager in the set-up of the estimate, estimateschedule, and responsibility matrix Perform quantity take-offs,analysis, estimate, and studies for all assigned trades andbuilding systems Provide pricing for value engineering, alternates,options, and special studies as required. Utilize BuildingInformation Models (BIM) for quantity take-off and visualizationwhere possible to support preparation of a complete estimate.

Prepare subcontractor bid proposal forms and subcontractor bidrecording sheets for assigned trades. Evaluate subcontractor inputfor scope inclusion. Identify scope gaps and overlaps andcoordinate with other staff managing trades. Ensure pricing withinthe estimate or GMP is complete and accurate, reflecting recentpricing data, subcontractor bids or budgets. Participate ininternal estimate review meetings Lead the coordination ofoperational input during the estimating, bidding, and GMP process.

Ensure that the detailed General Conditions/Requirement (GC/GRs)study and site logistics and Building LIFE, prepared by Operations,is incorporated into the estimate. Develop, lead or support theassembly of all estimate, bid or GMP documents required by andsubmitted to the Owner. Coordinate requirements with the CMAgreement. Actively participate in estimate and GMP review meetingswith architects, engineers, and owners and incorporate comments,feedback, and input into revised estimates or GMP’s. Assemblerevised documents for final submission. Take lead role or supportrole in Lump Sum bids. Train and manage Estimators, includingperformance evaluations for those staff assigned. Support thedevelopment and enhancement of owner, architect, subcontractor andvendor relations. Analyze cost data, unit prices, generalconditions and general requirements costs, and information that canbe developed and used as a “rule of thumb” for all building systemsestimated costs. Participate and contribute to the Launch Matrixfor each milestone. Coordinate with Operations Lead to supportpreparation, scheduling, evaluating, executing and managing theLaunch Matrix and Launch Matrix meetings for each estimatemilestone. Coordinate with Lean Manager to develop and execute PullPlans for design, estimate and GMP schedules. Provide input toconstructability reviews and coordinate with the Operations Lead toensure the constructability reviews are completed in a timelymanner and incorporated into the milestone estimates, to the extentrequired by contract. Prepare comparison analysis to previousestimate and develop a clear and concise message to explain thevariances for each of the project stakeholders. Generate,coordinate and manage Budget Control Reports between each milestoneestimate to manage cost events and value engineering opportunities.

Provide variance reports for each milestone estimate to communicatescope development. Lead or support establishing the Target ValueDesign process as appropriate for assigned projects. May performother duties as assigned. Profile Bachelor’s degree in Engineering,Construction Management, Building Construction or similar, plus twoor more years as an Estimator following experience in projectengineering, field supervision or purchasing. Knowledge of buildingconstruction, materials, systems, market conditions, tradepractices. Must have conceptual ability to work with minimuminformation and quickly develop an understanding of theowner/architect requirements. Should demonstrate imaginative,innovative and succinct approach to a project. Should havefamiliarity with the operating procedures and methods of otherdepartments – Procurement, Cost, Accounting, etc. Good leadership,verbal and written skills. Strong computer skills and a familiaritywith Microsoft Office Suite of programs and Turner’s estimatingsoftware. Complete knowledge of the estimating documents and theability to provide accurate qualitative and quantitative analysisof the documents. Must be able to multitask and meet establisheddeadlines.
