Full Job Description Position Summary:
We are seeking a detail-oriented and experienced Utility/Civil Estimator to support preconstruction efforts for residential and mixed-use land development projects. The ideal candidate will have a strong understanding of civil site work, including grading, utilities, paving, and erosion control. This role is critical in providing accurate cost estimates and bid proposals to support both in-house development and third-party contracting efforts.
Key Responsibilities:
Perform detailed quantity takeoffs from civil engineering drawings (grading, utility, and erosion control plans). Prepare comprehensive cost estimates for site development activities including earthwork, underground utilities, concrete, and asphalt paving. Solicit and analyze vendor and subcontractor quotes , ensuring alignment with project scope and specifications. Collaborate with project managers, engineers, and land development teams to prepare and submit timely and accurate bid proposals . Assist in value engineering exercises to identify cost-saving opportunities and improve project efficiency. Maintain and update unit pricing databases based on historical data, market trends, and supplier input. Attend pre-bid meetings , site walks, and internal coordination sessions as needed. Prepare scope of work documents and support in the negotiation of subcontractor agreements. Support project handoff by communicating estimate details to field operations and accounting.
Qualifications:
Associate or Bachelor’s degree in Civil Engineering, Construction Management, or a related field (or equivalent experience). 3+ years of experience in civil estimating or site development. Strong understanding of site development processes , including grading, drainage, utilities, and erosion control. Proficient in reading and interpreting civil construction plans and specifications. Experience with estimating tools such as HCSS HeavyBid, B2W, Bluebeam, or similar software . Proficiency in Microsoft Excel; experience with project management or ERP software is a plus. Excellent communication, analytical, and organizational skills. Ability to manage multiple estimates and deadlines concurrently.
Preferred Qualifications:
Experience working with residential or mixed-use land development projects. Familiarity with local and state construction standards , permitting requirements, and jurisdictional processes. Knowledge of GPS machine control models , site logistics planning, and field operations is a plus.
