Head of Operations Position Summary:

The Project Estimator/Project Manager plays a vital role in supporting and guiding outdoor municipal and infrastructure projects from the proposal phase through to execution. This role combines field experience with strong administrative and organizational skills, with a primary focus on estimating , and field coordination. The ideal candidate is highly detail-oriented, familiar with public sector work, and comfortable leading teams.

Key Responsibilities:
Estimating:
  • Conduct site visits, evaluate project scopes, and develop detailed cost estimates including labor, materials, equipment, and subcontractors.
  • Prepare and submit competitive and well-documented quotes and proposals for municipal RFPs and public bid requests.
  • Review bid specifications, complete bid forms, gather subcontractor pricing, and ensure all compliance documents are in place for submission.
Project Coordination:
  • Support daily operations and field crews, ensuring timely delivery of materials, equipment, and resources to job sites.
Documentation:
  • Maintain accurate project records, including bid tracking, change orders, and scope clarifications.
Pre-Construction Planning:
  • Assist in developing timelines, procurement plans, and resource scheduling prior to job kickoff.
Client & Vendor Communication:
  • Act as a liaison with municipal contacts, vendors, and subcontractors to ensure clarity, responsiveness, and follow-through.
Cost Tracking:
  • Monitor project costs and report deviations from original estimates to senior management.
Field Leadership:
  • Provide general oversight of site activities when needed, ensuring safety and work quality are upheld. Additional Responsibilities
  • Perform any other duties, tasks, or responsibilities as needed to support the effective operations of Belko Landscaping .

Flexibility, reliability, and a team-oriented mindset are essential to success in this role.

Preferred Qualifications:

3+ years of experience in estimating, quoting, or managing public works or infrastructure projects. Familiarity with local and state procurement requirements and public bidding processes. Strong knowledge of construction methods, materials, and labor costs in outdoor or municipal projects. Comfortable reading blueprints, bid documents, and project specs. Solid organizational, time management, and communication skills. Proficiency with estimating software and Microsoft Office Suite (Excel required).

Work Environment:

Mix of office-based and on-site work. Requires the ability to walk job sites and perform visual inspections in various weather conditions. May require occasional extended hours during bid deadlines or project launches.
