Full-time Job Description:

The Facility Planner and Estimator is responsible for developing cost estimates, project plans, and scopes of work for facility maintenance and repair projects at the FLETC Charleston Complex. This role supports facility operations by ensuring proper budgeting, material procurement, and regulatory compliance for all facility-related projects.

Key Responsibilities:

Prepare detailed cost estimates for facility maintenance and repair projects over $1,501.00. Develop Statements of Work (SOW) and material/labor breakdowns for minor repairs and facility improvements. Obtain vendor quotes and negotiate pricing based on industry standards. Ensure all facility repair projects comply with building codes (IBC, UMC, NEC, NFPA, etc.). Coordinate preconstruction meetings with subcontractors and government officials before major projects. Maintain accurate records of project costs, schedules, and contractor performance. Provide weekly project updates and final cost reviews to the Contracting Officer’s Representative (COR).

Qualifications:

Five (5) years of experience in facility maintenance planning, estimating, and repairs. Experience using cost estimating tools (RS Means, Procore, or equivalent). Proficiency in Microsoft Office (Excel, Word) and facility management software. Strong analytical, communication, and negotiation skills. Knowledge of building codes, safety regulations, and industry best practices. Ability to manage multiple projects, track costs, and meet deadlines efficiently.
