Description The Heavy Equipment Operator performs skilled work in the operation of heavy public works equipment. The incumbent is responsible for the repair or constructing solutions for any flooding or drainage issue. Examples of Duties The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. Operates one or more of the following most of the workday on an assigned basis: backhoe, excavators, front end loader, dump trucks, tractor with boom mower, skid steer with attachments.
Occasionally operates gasoline or other powered machinery such as cement mixers, air hammers, compressors, pumping machinery and saws. Washes, cleans, and performs first level maintenance to the equipment. Performs manual laboring tasks as assigned: patching, shoulder repair, ditch cleaning, tree trimming, bridge repair, headwall construction and other duties and removal, and other duties deemed necessary by immediate supervisor May be assigned to operate on a temporary basis involving emergency situations or for training purposes. Regular attendance with the ability to work a five (5) day, forty (40) hour flex time work week. May perform “on-call’ duties at any time of the day or night as required for emergency response.

Emergency Response:

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Typical Qualifications Minimum Qualifications High School graduate or equivalent general equivalency diploma (GED).
Minimum of three (3) years of experience in medium/heavy equipment and on the road driving. Licenses, Certifications or Registrations Must possess a valid Florida Commercial Driver’s License A, with a good driving record and be insurable by current insurance carrier. May be required to have Tanker endorsement.
Must possess or be able to obtain within 90 days of employment:
Florida Intermediate Work Zone Traffic Certification.
Certification in NIMS/Incident Command Courses IS100, IS200 and IS700 A combination of education, training and experience may be substituted at the County’s discretion. Special Requirements
This position is subject to random drug and/or alcohol testing in accordance with DOT regulations. Required Competencies

Knowledge of:

Principles and methods of safely operating construction type equipment.
Practices, methods and materials used in public works construction and maintenance activities. Rules and regulations pertaining to safety and operation of equipment. Calculate quantities of materials.
Ability to: Make minor repairs and adjustments to equipment, and the ability to detect problems with equipment. Perform manual work.
Understand and follow written and oral instructions from supervisors or other management personnel.
Skill in cleaning and maintaining equipment.
Skill in operating medium to heavy equipment.
Skill in the use of power tools.
Interact with co-workers, supervisors and the public in a professional and courteous manner. Supplemental Information Environmental Conditions Works in an outdoor environment at work site in various weather conditions with potential exposure to dust, dirt, noise, having rain and wind, and vibration. Works in an environment with heavy equipment and machinery that could result in bodily harm to the incumbents’ co-workers or others.

Physical Abilities Skills:

acceptable eyesight (with or without correction), walking, balancing, climbing, crawling, crouching, handling, lifting, repetitive motion, speaking, visual acuity, standing, kneeling, bending, stooping, driving, eye, hand and foot coordination, and equipment operation.
Heavy work, exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
