Safely operates all available public works equipment, including backhoe, excavator, skid steer and dozer, independently. Performs work including excavation within sensitive areas next to critical utilities and other buried structures. Performs general road maintenance and related activities including flagging traffic, mowing, temporary and permanent asphalt surface repairs, patching holes, sawing pavement, concrete repair and pouring, clearing brush and trees, vegetation control, sweeping, routing and sealing road cracks, and removing dead animals and trash. Operates appropriate equipment and performs cement finishing, catch basin, and manhole repairs. Cleans, lubricates, and performs preventive maintenance or repair on equipment. Operates equipment during the installation of water taps and water and sewer main repairs. Operates equipment during the installation of water meters and assists in the installation and repair of water meters. Operates equipment during sewer line maintenance and repairs and assists in repairs. Operates equipment during maintenance of storm sewer including ditching, culvert repair, replacements and catch basin rebuild, repair. Repairs and replaces fire hydrants. Assists with hydrant and valve maintenance and replacement. Assists with snow removal operations. Inspects and maintains assigned equipment; maintains equipment in clean and operating manner. Reports to work for on-call after hours needs, as assigned. Trains new employees and coordinates cross-training opportunities. Coach and mentor staff to meet goals and maintain motivation. Other duties as assigned. Knowledge, Skills, and Abilities Knowledge of City code standards and department and safety policies and procedures. Knowledge of the Occupational Health and Safety Administration (OSHA) regulations and precautions as they relate to Public Works. Skill in using standard and specialized power and hand tools. Skill in using shoring and trenching boxes. Knowledge of traffic safety principles. Knowledge of safe operations of heavy-duty trucks and equipment. Knowledge of operation and maintenance of assigned equipment and machinery. Knowledge of Tennessee One Call System, utility markings and clearances and rules for safe equipment operation in close proximity to underground and overhead utility facilities. Knowledge of construction industry safety rules and ability to utilize all Personal Protective Equipment necessary. Knowledge of legal load limits for assigned equipment and vehicles. Ability to operate assigned machinery and equipment skillfully and safely in close proximity to vehicular traffic, grade and alignment stakes, slopes, trucks, other construction equipment, laborers, and utilities. Ability to safely load, unload, and transport equipment to and from job sites. Ability to work with minimal supervision; take responsibility for quality and timeliness of work; respond to unplanned requests; complete assigned tasks and report progress; demonstrate behavior consistent with Department direction. Ability to maintain a professional demeanor when dealing with the public. Ability to take control of situations in a responsible manner. Ability to work as a member of a team. Ability to work the allocated hours of the position and ability to work flexible hours to include evenings, nights, weekends, and holidays due to adverse weather conditions, construction projects, or other emergency services. Required Education, Experience, Licensing, and Certifications High School Diploma/equivalent with a minimum of four (4) years heavy equipment operation. Possession of a valid State of Tennessee Class A commercial driver’s license with an “N” endorsement and 57 restriction.
